City Council <br />Meeting Minutes <br />November 15, 2016 <br />Page 4 of 14 <br />City Manager Fleming stated this is the first year of a biennial budget. Tonight is the <br />approval of the 2017 budget specifically even though the 2018 budget was also <br />prepared. The intention is that in 2017, the 2018 budget will only need updates, not an <br />entire budget process. <br />Mayor Muckle asked for public comment. No public comment. <br />Mayor Muckle noted this has been a year-long process and thanked everyone involved. <br />Councilmember Maloney acknowledged that 51 % of the City's revenue comes from <br />fees and charges. Those enterprise funds are the most volatile of the revenues and we <br />will keep an eye on those throughout the year. <br />Mayor Muckle moved to approve Resolution No. 60, seconded by Councilmember <br />Maloney. A roll call vote was taken and the resolution passed 7-0. <br />Mayor Muckle moved to approve Resolution No. 61, seconded by Councilmember Loo. <br />A roll call vote was taken and the resolution passed 7-0. <br />For Resolution No. 62, City Attorney Light noted the resolution had been amended to fix <br />some typos. Councilmember Keany moved to approve Resolution No. 62 as amended, <br />seconded by Councilmember Maloney. A roll call vote was taken and the resolution <br />passed 7-0. <br />PRESENTATION — 2016 GREEN BUSINESS RECOGNITION PROGRAM <br />Mark Persichetti of the Sustainability Advisory Board (SAB) and Matt Hannon of Boulder <br />County's Partners for a Clean Environment (PACE) stated this is the first year of this <br />program and it has been a great success. PACE provided the application form, advising <br />and assessment analysis for this program. Mr. Persichetti thanked Shelly Angell of the <br />Chamber of Commerce and members of City staff for their help with the program. <br />He noted there were 32 businesses enrolled in the program this year, all of whom will <br />receive public recognition which will help local residents know which businesses are <br />good environmental partners. <br />Matt Hannon of PACE stated this has been a very successful program with more <br />participants than they had hoped for. These businesses are spread across Louisville <br />and represent a huge variety of businesses from animal hospitals to churches. He read <br />the names of the 32 businesses. <br />Mayor Muckle asked what the most common environmental recommendations the <br />businesses implemented. Hannon stated LED lights and recycling/composting were <br />among the highest. <br />
