City Council <br />Study Session Summary <br />November 29, 2016 <br />Page 2 of 2 <br /> <br />Ranger Kelsey Harter discussed the programs core values (public safety, <br />resource protection, ambassador role, collaboration, equity). She noted that the <br />program work closely with the Police Department. <br /> <br />Regarding the enforcement strategy, the ultimate goal is voluntary compliance <br />(enforcement options – verbal/written warning, issue summons). Since the <br />summer she has increased her emphasis on enforcement. <br /> <br />The continue to evaluate enforcement strategies, discuss how to remedy current <br />issues and address gaps in the Municipal Code, improve collaboration, complete <br />Ranger Policy Manual, and expand educational opportunities. <br /> <br />Council members asked what options there are for Davidson Mesa to help curb <br />dog poop. Several options were discussed. <br /> <br />Discussion – Noise Regulations <br />City Clerk Meredyth Muth reviewed a proposal for additional noise regulations <br />based on zoning, time of day, and decibel levels. The Police would enforce the <br />rules by use of decibel meters. There are no proposed changes to construction <br />noise regulations. <br /> <br />Council members asked if this proposal is easier or harder for the Police <br />Department to enforce. Chief Hayes stated it could go either way. He added most <br />noise complaints can be resolved with discussion. <br /> <br />Members discussed what decibel levels might be appropriate. <br /> <br />Members were generally supportive of bringing this item back for formal <br />consideration. <br /> <br />Adjourn 9:10 pm <br /> <br />Submitted by – Emily Kropf <br />November 30, 2016
