City Council Finance Committee <br />Meeting Minutes <br />11/28/16 <br />Page 5 of 8 <br />Finance Committee Member Maloney concurred stating that the collection of <br />data over time is the only way to create meaningful trending data and determine <br />if initial long-term assumptions are adequate. <br />City Manager Fleming stated it had been discussed to report consumption and <br />revenue by business class. Director Kowar stated that cost -of -service <br />information is reviewed on an annual basis and that looking at key factors more <br />frequently does not change the ultimate outcome. City Manager Fleming stated <br />that he did understand that quarterly results could be dramatically different. <br />Finance Committee Member Maloney requested Director Kowar develop drafts of <br />dashboards for the Enterprise Funds providing data that he would feel necessary <br />to make policy and budget decisions if he were a City Council Member. <br />The Finance Committee requested City Manager Fleming add the Asset <br />Management System demonstration by Director Kowar to a City Council Study <br />Session agenda when ready. The Finance Committee requested Director Kowar <br />bring back drafts of dashboards to the Finance Committee at a meeting in early <br />2017. <br />2017 FEE SCHEDULES <br />Finance Director Kevin Watson presented to the Finance Committee a <br />preliminary draft of the Resolution Setting Certain Fees, Rates, and Charges for <br />the City of Louisville. <br />Finance Committee Members discussed the following items and/or requested <br />additional information: <br />• Finance Committee Chairperson Stolzmann stated that she would like the <br />Parking Improvement Fee of $3,600 reviewed, believing it should be much <br />higher, maybe $25K - $28K based on what the City has paid recently. <br />City Manager Fleming stated he would bring a study done several years <br />ago to the next City Council Meeting and offer his recommendation. <br />• Member Stolzmann requested a narrative explaining why the full <br />document regarding Liquor License Fees has been redacted and replaced <br />with a new document. <br />• Finance Committee Member Maloney asked about the top tier disparity <br />between Residential and Commercial Water Rates, noting that the top tier <br />for residential is much higher than for commercial. City Manager Fleming <br />stated his understanding that it is more costly to provide peak system <br />capacity for residential customers than for commercial customers. <br />
