Sisk:

I think that's a consideration to be
made.

Hornbostel:

I have a concern about putting a
detention pond next to a park unless
we could fence it off or wall it off
completely from the children for
their safety in terms of liability.
Is there a way to rework it so that
there would be a separation of those
things? To insure the safety of the
children.

Fraker:

I'm sure that if we were granted the
request to go on that Mr. Lash could
come up with a plan that you would
like for that area.

Franklin:

Fraker:

Hornbostel:

Mr. Fraker, how deep was the
detention pond that you were looking
at? What would the side slopes be?

The side slopes are three to one
which virtually means for every one
foot you go down in elevation, you
go out three vertically. About any
gentle terrace that you would see,
that would be the side slope going
into one of these ponds. That's a
requirement of the City.

That means about 18 inches of water.

Fraker:

Correct. That's what it's for, to
impound the water and release it at
the same historic rate that it was
released before.

Franklin:

I would ask that we could leave the
issue open on a performance basis.
It shouldn't be a hole in the ground
that would be of risk to children
and it shoUldn't be a hole with a
chain link fence around it and
concrete lining. We'll look for a
compromise which will perform in a
safe manner and be aesthetically
pleasing.

Mayer:

There is usually a service expansion
fee that the residents pay and part
of that should be dedicated to parks

12
