Howard: evaluate the entire program, making modifications, adjustments, and changes as the evaluation suggests. As Chairman of the Economic Development Committee, I would like to give you a little background for our meeting on Monday. Each person on the Economic Committee was asked what the Economic Committee should be doing and what direction we should be going. Lathrop said he preferred to have a one year of continuing exactly the way it is and to re-evaluate after a year. He did not have any reason to see, right now, that any large changes might have to be made but he'd be willing to look at them. Councilman Mayer and Councilwoman Hornbostel were of the opinion that, although some period of time needs to take place to insure that disruption does not occur, a year was too long. My feeling was that I don't want to see any major disruption of any current programs. I do think that there is a responsibility of this Council to dig, very deeply, into all matters financial. I think that we need to have a working relationship with the Chamber that is extremely professional. The relationship needs to be clearly spelled out and all parties need to understand the various relationships they have with one another with very little room for interpretation by either party. I say that because this is mainly a funding issue. My recommendation from the Committee is that we designate the City of Louisville as the Economical Development Agency for the County and for the first six months of the year, the funding mechanism remain as it is now. Also, while the City is coming up to speed, that we get some mechanism started immediately with the Chamber so that we can get some performance, prior to any changes we want to make so that we can understand what the 25
