They would <br />like to know if it necessary to <br />conduct the survey on Easter Sunday <br />afternoon? <br /> <br />This is our 23rd business year and <br />there have been numerous times in <br />the past when we have done surveys <br />on Easter and other holidays. The <br />way we had to set up to be able to <br />do this survey, do the pre-filing, <br />etc., forced us to that day. I <br />apologize to anyone that it may have <br />bothered. I do not think it in any <br />way altered their opinion as to <br />whether they either favored or did <br />not favor the license application. <br />Might I first do my introductory <br />comments? I will pass out a report <br />and specifically address the issue <br />of "not at home" and "at homes". <br /> <br />Mr. Stiffler, you indicated that you <br />have three years experience on the <br />Boulder Liquor Licensing Authority. <br />Maybe you can help me. Were there <br />occasions where you had to consider <br />the needs of the neighborhood in <br />your determination of an <br />application? Were there occurrences <br />when the Authority denied a license <br />because the justification or the <br />need wasn't there? <br /> <br />We had to cOnsider needs and desires <br />at every Hearing. To my knowledge <br />and recollection we did not decline <br />an application in my three years of <br />experience on the Liquor Authority <br />for needs and desires. <br /> <br />Is there a point where you say that <br />there are enough, is there never <br />enough, or is there never a <br />justification if you can have <br />petitions? <br /> <br />We never allowed competition or free <br />enterprise to enter into the strict <br />needs and desires of the <br /> <br />20 <br /> <br /> <br />
