Pierce Ave. Louisville, CO 80027 <br /> Lot 9, Block 7, CTC, First Filing <br /> * The proposed use is consistent with the comprehensive plan in that the services provided at <br /> this facility will be administered within the building's internal structure. Light industrial zones <br /> are preferable to professional office buildings, residential areas, and retail centers, because <br /> teenagers(who by nature tend to be enthusiastic,outgoing,and vocal)are unlikely to disrupt <br /> residents or other business establishments as they are coming and going.Larger gatherings, <br /> such as group meetings and social functions will be held in the evenings and weekends when <br /> surrounding businesses are closed. <br /> Additionally, as the city of Louisville continues to grow and prosper, there exists a clear <br /> pattern of transition in this complex from industrial to service oriented uses. <br /> • A teen counseling center/study hall/family support center will be highly beneficial to the <br /> Louisville economy. Currently many Louisville families are going outside of the city proper <br /> (and in many cases outside of the county)to obtain and pay for these services. Naturally,this <br /> facility would help to keep a higher percentage of money spent on such services in the <br /> immediate area.The center, its employees, and its clients will be likely to patronize local, <br /> office suppliers, gas stations,convenience stores, dining establishments, and other <br /> businesses. It has been clearly demonstrated that a well-run teen center which demands a <br /> high degree of family involvement can greatly reduce the degree of vandalism,theft,and <br /> drug-abuse within the local area.Teens who are involved in such an organization are <br /> supported in choosing a drug-free lifestyle.They are kept off the streets after school(while <br /> their parents work)and on the weekends. A similar center in Lehigh Valley, Pennsylvania, <br /> which has been in operation for 6 years is highly revered by local residents, business owners, <br /> law-enforcement officers,and government officials. The facility has been credited with <br /> increasing awareness into teenage substance use, reducing teenage crime rates, and helping <br /> keep teens in school. <br /> • Restroom,water, and sewage facilities are adequate to meet the needs of our staff and <br /> clients.The space is currently equipped with two fully functional washrooms.As a non- <br /> smoking counseling facility,there will be no issues in regard to industrial byproduct or air <br /> pollution,either internal or external. <br /> • The office suite is equipped with 40 dedicated parking spaces. The peak hours in regard to <br /> parking demand will be Tuesday evenings from 7:15-9:15(when we hold family support <br /> group meetings)and Saturday evenings from 6:30- 11:30(when we hold social events). <br /> During these times many of the other businesses in the complex will be closed. Our <br /> experience shows that traffic generated by this type of center, during the morning and early <br /> afternoon hours, is minimal--4 parking spaces for staff and 10 spaces for clients is more than <br /> adequate. <br /> Parents will drop-off their teens during the following time-windows: <br /> 9:45 to 10:00 AM for study hail <br /> 2:30-3:00 PM for day center activities and counseling <br /> The time-window for pick-up is: <br /> 5:45-6:20 for day center and study hall <br /> The pick-up and drop-off times fall outside of peak traffic hours for surrounding businesses. <br /> • The complex has sidewalks and a concrete walkway leading from the parking area to the front <br /> door. In order to insure the safety of our clients, parking spaces directly adjacent to the <br /> walkway will be dedicated for drop-off and pick-up. • <br />
