Historic Preservation Commission <br />Meeting Minutes <br />January 9, 2017 <br />Page 5 of 14 <br />Staff Recommendations: <br />HPC may release the permit or place a stay on the application for up to 180 days from the date <br />of application. A 180 day stay would expire on May 14, 2017. Staff recommends the HPC place <br />the full stay of 180 days to allow the applicant to explore design alternatives. <br />Commission Questions of Staff: None. <br />Applicant Presentation: <br />David Maes, 1436 Cannon Street, Louisville, CO <br />I am a current resident of the Cannon Street house along with my mother, Sharon. I have <br />resided at the residence off and on my entire life. My most recent time was from 2008 to present <br />day. This house is a very old building. It was constructed in the 1940s or 1950s. There is no real <br />foundation. Literally, the cellar is a door we lift up and you go into a hole. That is where the hot <br />water heater and heating system are located. My last apartment was probably twice the size of <br />this house. It is around 500 SF. There are no real separating hallways and no separating doors. <br />To get to my bedroom, I go through my mother's bedroom. We have tried to modernize as best <br />we could. For example, we cannot run the microwave oven and toaster oven at the same time. <br />We have wildlife issues. Because the house has so many cracks, we have garter snakes and <br />mice, which are so bad we cannot inhabit the property. I am a recent cancer survivor and had <br />brain surgery 11/2 weeks ago. If we continue to live in this structure, it would not be helpful. We <br />have planned to demolish the property and are working with Liscott Custom Homes out of <br />Castle Rock. They do modular homes and we have submitted plans to the City. We would put a <br />home 3X the size currently there, but it is laid out so that it would not take away from the <br />surrounding homes. It will not be a brand new gorgeous mansion in the middle of 1940s and <br />1950s houses. We will put down a concrete pad with a foundation. The current structure is held <br />up with railroad ties and some joists. We have not had the means to upgrade this home until <br />recently. My mother is retiring after 40 years at her job. This is her way of making sure she has <br />a good life. This will help her and generations to come. We will have a good place where we can <br />have people over and socialize. We do not currently invite people to our home because it is too <br />small. My grandmother bought this home in the 1940s, early 1950s. We are attached to the <br />property. We want to put a home on the property that will be better for us and help the look of <br />the neighborhood. <br />Michael Najera, Louisville, CO <br />I married into the family almost 28 years. I have been in construction 30 years. I am a union <br />plumber. As far as the roof, I have repaired it since I came into the family. The windows, doors, <br />electrical, and plumbing are poor. When it rains or snows, the water goes down into the space <br />below and puts out the water heater. We have replaced the water heater 4-5 times. We <br />replaced the furnace because everything is caving in. It will not withstand someone staying in <br />the house. We got a bid on structural repair and it was $28,000 just to lift the house and put in a <br />foundation. Then we got the electrical bid and the plumbing bid. The entire house needs to be <br />dry walled along with studs. The intention is to have a bigger home for family gatherings. The <br />family has grown. My wife and I have five children and three grandchildren. The family likes to <br />gather at Sharon's house. I would like her to get a bigger house at 1436 Cannon Street. <br />Maes says the property has a great yard. The children can play in the yard and we don't worry <br />about traffic. The street is not heavily trafficked. The family gathers outside for BBQs and to <br />watch the Louisville parade. <br />Commission Questions of Applicant: <br />Koertje asks if anyone from the family talked to Staff about the possibility of landmarking the <br />structure and the grants that are available to help fix it up. <br />
