Downtown Louisville Parking Analysis and Recommendations <br />GOALS <br />To evaluate the condition and usage of current public parking supply in <br />downtown Louisville. <br />Evaluate the need for additional public parking supply to achieve an efficient <br />parking strategy for full buildout of the downtown area and address Old Town <br />Residents parking concerns <br />Develop and evaluate alternative solutions to achieve an efficient downtown <br />parking system such that costs to operate are borne by users of the parking <br />system and have minimal impact upon existing City of Louisville revenues <br />Estimate revenues from alternative parking solutions. <br />Draft Scope of Work <br />1) Evaluation of current public parking supply (size, location, and condition of each <br />public parking asset). Estimations for timing and cost of renovations. <br />2) Evaluation of current parking demand (redo numbers from 2013 study) <br />Study current space utilization <br />Meetings with neighborhood residents and downtown property owners to <br />gauge impact of the current public parking situation <br />3) Estimates for future parking demand <br />Include work with Planning Dept. to estimate fiscal impact of additional <br />downtown development. <br />4) Evaluate parking management solutions to address current and future parking <br />demand <br />include revenue (rate estimations), cost, personnel projections, and pros <br />and cons to implement each program <br />Residential parking permit program <br />Free but time limited parking <br />Paid parking program <br />Include expected parking behavior results of implementing each option <br />Others <br />5) Develop a special event parking strategy to minimize parking effects <br />
