Page 7 of 4 <br />To: Louisville City Council <br />From: Louisville Resource Conservation Advisory Board (LRCAB) <br />Subject: LRCAB Goals & Projects for 2008, for Discussion at <br />City Council Study Session on 24-June-2008 <br />Date: 17-June-2008 <br />Members of LRCAB plan to work on the <br />following projects during the coming year: <br />the City should adopt. A copy of our poll <br />results is attached. <br />1. First is the most long-term and most <br />general project. We propose the City adopt <br />a "Natural Environment" section as part of <br />the City's Comprehensive Plan. A copy of <br />our draft proposal for that section is attachE;d. <br />The City's Comp Plan serves as a `Mission <br />Statement' for what we want to see happen <br />with development within our city, with <br />principles and policies that we believe will <br />help us keep Louisville a community in which <br />we're glad to live. And we believe including <br />principles and policies that will guide us in <br />interacting with our natural environment is <br />worthwhile, and will serve to make our Cornp <br />Plan more `comprehensive'. <br />We first prepared our draft for this proposed <br />section two years ago during the last overall <br />review of the Comp Plan, but we were too <br />late with our submission for it to be <br />considered along with the other changes <br />adopted at that time. At our upcoming July <br />meeting, we will present our draft for a <br />"Natural Environment" section to Planning <br />Dept staff for their consideration during this <br />current cycle of Comp Plan revisions. <br />2. Next, with the City Council's recE;nt <br />adoption-in-principle of the countywide <br />Sustainable Energy Plan (SEP), members of <br />LRCAB plan to review the SEP in greater <br />detail, to identify and recommend specific <br />portions of it which we think the City can and <br />should adopt. At our last meeting, we didl a <br />basic poll of members to find out which <br />portions of the SEP each member thought <br />In conjunction with our proposed "Natural <br />Environment" addition to the Comp Plan, we <br />will also review the principles of the SEP to <br />see if any of them should also be <br />incorporated into the Comp Plan. <br />And regarding one project listed in the SEP, <br />LRCAB is already working to help implement <br />its High-Efficiency Lighting Program (listed <br />under the SEP's ClimateSmart at Home). <br />Last year our staff liaison, Scott Robson, <br />secured a grant from Boulder County, with <br />matching funds from LRCAB's budget, to <br />acquire 500 Compact Fluorescent Bulbs <br />(CFCs) at reduced cost from our local Home- <br />Depot, as part of their participation in a <br />program sponsored by Xcel Energy. Those <br />CFCs were sold to Louisville residents for a <br />nominal fee, by members of LRCAB at <br />various summertime public events and by <br />Parks Dept Staff to walk-in resident <br />customers during regular business hours. <br />And recently our current staff liaison, Tom <br />Phare, secured a larger grant from Boulder <br />County (triple last-year's grant) to allow us to <br />continue this program. LRCAB members will <br />volunteer to sell the CFCs at public events <br />again this summer and during the remainder <br />of the year, so long as supplies last. <br />Our City's participation in this program allows <br />our residents to get introduced to much more <br />efficient CFCs at reduced costs, to replace <br />their less-efficient incandescent bulbs, and <br />
