TO: MAYOR AND CITY COUNCIL <br />FROM: MALCOLM FLEMING <br />CITY MANAGER <br />DATE: JUNE 24, 2008 <br />SUBJECT: DISCUSSION -BUILDING CODE BOARD OF APPEALS -GREEN <br />BUILDING <br />ORIGINATING DEPARTMENT: PLANNING /BUILDING SAFETY DIVISION <br />INTRODUCTION <br />The Building Code Board of Appeals (BCBOA) in conjunction with Building Safety <br />Division (BSD) stafF introduced the green building issue at a council work session in May 2007. <br />This report is a culmination of Board of Appeals meeting for over a year with green building as <br />our primary focus. The Board of Appeals has gathered information from all over the nation and <br />has had many experts disseminate more iniformation at our meetings. The Board included in <br />these meetings contractors, engineers, architects, developers, Built Green Colorado stafF, LEED <br />certified designers, and HERS certified raters. We also included the Louisville Resource <br />Conservation Advisory Board (LRCAB) forn'ially at two meetings and members of the Building <br />Code Board of Appeals have attended thenr meetings as well. <br />Board Members include the following: <br />Rex Olson, Chair Robert Van Pelt, Vice Chair <br />Matthew Berry PE:ter Geise <br />David Rounds Ron LoSasso (alternate) <br />DEFINITIONS <br />Green Building -The practice of increasing the efficiency with which buildings use <br />resources, energy, water, and materials, while reducing building impacts in human health and <br />the environment, through better site planning, design, construction, operation, maintenance, <br />and deconstruction. <br />Built Green Colorado - Introduced in 1995, Built Green Colorado is one of the oldest <br />and largest green home building programs in the nation. A voluntary, industry driven program <br />of the Home Builders Association of Metro Denver offered to the builders across the state, the <br />purpose of Built Green Colorado is to encourage home builders to use technologies, products <br />and practices that result in homes that are better built and better for the environment. <br />Built Green NAHB- A national prc-gram that is being developed from the Built Green <br />Colorado model by the National Association of Home Builders. <br />~ ^ SUBJECT DISCUSSION -BUILDING CODE BOARD AGENDA ITEM <br />~ OF APPEALS -GREEN BUILDING <br />
