CHAPTER 11 <br />ENERGY EFFICIENCY <br />N1102 Building Thermal Envelope This section is non-applicable with the exception of "minor <br />additions and renovations ". See sec N1104.3.3.2.4 <br />N1104 Sustainability Requirements <br />N1104.1 Scope and Intent Section N1104 implements the provisions of the "Boulder County <br />BuildSmart" program whose primary purposes are to regulate the energy efficiency of the design and <br />construction of residential buildings in unincorporated Boulder County as well as to reduce residential <br />construction waste, conserve residential water use, and insure proper indoor air quality within energy- <br />efficient residential structures. This Chapter serves the County's stated goals of promoting and <br />encouraging high performing, sustainable, residential development and redevelopment in the <br />unincorporated areas of Boulder County; providing development that will create cost-effective, energy <br />efficient structures that reduce both the production of greenhouse gases from residential buildings and <br />the amount of material sent to landfills; conserving and protecting water and other natural resources in <br />the homebuilding process; and. insuring a reduction in carbon dioxide emissions from both new and <br />renovated homes by requiring increased energy efficiency. <br />N1104.1.1 Applicability This Chapter applies to all work on new residential construction that <br />requires a building permit including: new buildings, renovated or remodeled buildings, moved <br />buildings, additions to existing buildings, in some cases additions along with the affected portions of <br />the existing building, and exterior energy uses as further specified in this Chapter below. <br />Exceptions : Re-roofs, the building or replacement of fences or decks, federally or state-certified <br />manufactured dwellings, plumbing or electrical work not associated with. an increase in conditioned floor <br />area. <br />N1104.2 Definitions <br />Addition The placement of or fabrication of a structure that adds floor area to an existing structure. <br />( see definition of floor area in sec R202 ). <br />Certified or Accredited Home Energy Rater A residential energy professional who is certified by <br />the Residential Energy Services Network (RESNET); also referred to as an Energy Rater. <br />Conditioned Floor Area The floor area of a building that is or could be heated or cooled. This <br />includes: floor area with a fixed opening into floor area that could be heated or cooled and unfinished <br />basement space that may be finished for habitation. Covered porches or decks are not considered <br />condition floor area. <br />
