City Council <br />Study Session Summary <br />September 13, 2016 <br />Page 3 of 5 <br />Council member Lipton said the DBA did a good job considering how 2015 <br />ended. Feels we may have over corrected. We had full agreement that Street <br />Faire is part of our brand. He does not feel we have a lot of risk in the backstop <br />issue. We need to look at the bigger picture: we want to partner with the DBA. <br />There was a discussion of risk and shared risk. <br />Mayor Muckle said we need to think about how we message this discussion and <br />the event. Zaremba thinks the DBA could absorb a fraction of the risk — not half <br />but a fraction. He would like Council on board and wants to make it more <br />palatable to Council. <br />Estimated attendance for 2016 was over 25,000. <br />Discussion — Special Events 2016 Recap <br />Events for 2016 were about the same however, complaints were down. Staff <br />does not recommend any changes. <br />Discussion — Museum Master Plan and Next Steps Discussion <br />Bridget Bacon gave an overview of the Museum Master Plan. <br />The Museum Master Plan is an aspirational document; it gives a comprehensive <br />vision for the future. <br />3 parts of the Master Plan: <br />• Needs Assessment Report <br />o Shared with Council in 2014 <br />o Shows ways in which building can sit on empty lot <br />• Business Plan <br />o Lays out a path forward for increased programming <br />o Identifies funding options <br />• Interpretive Plan <br />o Document created as a guide for planning museum activities <br />o Blends considerations of space, time and other resources with <br />visitor needs and desires <br />Dan Mellish discussed the past joint meeting between the Historical Commission <br />and the Historic Preservation Committee (HPC) and a forthcoming proposal by <br />the Historical Commission to utilize a percentage of the Historic Preservation tax <br />for museum operations. The Historical Commission is suggesting 20%, and has <br />a meeting scheduled for later in September with the HPC for further discussion. <br />Library Director Beth Barrett reviewed requested positions that are part of the <br />recommendation to the HPC. <br />
