City Council <br />Study Session Summary <br />September 13, 2016 <br />Page 4 of 5 <br />Council member and Historical Commission Liaison Jay Keany discussed <br />possible next steps: <br />o Have received approval for funding of Historical Structure Assessments <br />(HAS) up to $6,000 each for 3 historical structures on the museum <br />campus. This will allow the HPC to determine what these 3 facilities may <br />be eligible for under the current grant guidelines for use of the historic <br />preservation tax dollars. <br />o Use of $49,000, should City Council approve in 2017 budget, for more <br />detailed conceptual design, updated costs, revenue and expense numbers <br />as well as polling. <br />o Potential to include funding for Museum operations in the Historic <br />Preservation tax extension. <br />o Pursuit of other funding sources. <br />o Whether a committee should be formed to discuss the range of <br />possibilities. <br />The Historic Preservation Tax being extended was discussed. Also mentioned <br />was the possibility of extending the pay-off of the Library bonds to fund the <br />capital portion of the Museum redevelopment and whether that is a good idea in <br />light of the Recreation Center ballot question. <br />Council member Maloney said it is important to be transparent. <br />Council member Stolzmann said it is great to see the document and gave some <br />suggestions such as SCFD grants. <br />Mayor Muckle agrees with Council member Stolzmann that the Master Plan is a <br />good document. He is appreciative of everyone coming tonight. <br />Council member Loo likes the idea of updating the website and gave <br />suggestions. She asked about fund raising. The Historical Commission is looking <br />at all sorts of funding. Fund raising was discussed. <br />Council member Lipton said the financing issue is a good topic for a budget <br />retreat early next year. <br />Dan Mellish said there is still a lot of outreach that needs to be done. <br />The discussion of tourism is a good one. <br />If Historic Preservation Committee and Historic Commission come forward with a <br />tax extension proposal will Council consider it? Council seemed to be open to <br />the idea of considering/discussing. <br />
