City Council <br />Meeting Minutes <br />March 7, 2017 <br />Page 5 of 14 <br />Attomey Light stated the Plan does include language noting the maps and illustrations <br />are conceptual and are not intended to show the locations or designs of improvements. <br />Councilmember Loo stated the illustrations do send a message and they are confusing. <br />She noted this Plan is not realistic for a 20 -year plan. She hopes with the next comp <br />plan we can fix this. It sends a contrary message to someone by stating we want some <br />things but don't give tools to get things done. Councilmember Loo stated just because <br />the Plan has commercial not residential it will still generate traffic. In fact, it may <br />generate more at peak hours. <br />Councilmember Leh thanked residents for hanging in with the process which has been <br />long and arduous. He thinks there is good consensus for land uses on the east side of <br />McCaslin Boulevard. Perhaps there is less consensus regarding the design guidelines <br />and we will need wide participation on those when we create them. He stated we don't <br />have any idea of how development will really take place on the west side of McCaslin <br />Boulevard and what the fiscal impact will be, and we should be honest about that. He <br />still has questions about the message this Plan sends to residents and developers; the <br />Plan does not provide any incentive for development in that area. He does support the <br />plan as presented but with the knowledge that it is not perfect. We have to be honest we <br />aren't sending a message that we want TOD or other real development right now. <br />Mayor Muckle moved to approve Resolution No. 6, Series 2017, Councilmember Keany <br />seconded. <br />Councilmember Maloney stated he would like better illustrations to send a more clear <br />message. Director Zuccaro stated the design principals included in the Plan feed into <br />the design guidelines. If the illustrations were removed the concem would be losing the <br />concepts. Councilmember Maloney stated he can leave the language. <br />Mayor Pro Tem Lipton made a friendly amendment: add date on page 5, legend on <br />page 23 needs TOD removed, instead of leaving the crossing just leave it as future <br />crossing with no signal. Mayor Muckle and Councilmember Keany agreed. <br />Mayor Pro Tem Lipton stated he sees a lot to like in the Plan, particularly the east side <br />of McCaslin Boulevard and it represented the citizen well. Until Sam's Club is <br />redeveloped we don't really know what we need over there. This is a strong supplement <br />to the comp plan. It is not perfect but we need to have some finality to this knowing this <br />will be looked at again with the comp plan. <br />Councilmember Stolzmann stated she appreciates the community input and the <br />compromises made between different parties and she feels this is a good step forward. <br />Councilmember Loo made a friendly amendment to remove all of the language that <br />states "this is a plan for the next 20 years." Mayor Muckle declined to accept the <br />
