City Council <br />Meeting Minutes <br />March 7, 2017 <br />Page 7 of 14 <br />29,645 square feet. The property is zoned PCZD-Industrial (PCZD-I) and is subject to <br />the CTC General Development Plan (GDP). The property is among several properties <br />on the north side of the CTC near Empire Road where the GDP requires compliance <br />with the Commercial Development Design Standards (CDDSG) rather than the <br />Industrial Development Design Standards (IDDSG). The applicant requests an <br />amendment to the GDP to allow commercial uses in up to 5,929 sq. ft. of Building 1, <br />which totals 20% of the gross floor area of that building. The applicant also submitted a <br />plat to subdivide the property into three lots and two tracts. She noted the applicant has <br />requested waivers for site coverage and parking standards. All conditions set from the <br />Planning Commission have been met. <br />Staff recommends approval of both the ordinance and the resolution. <br />Mayor Muckle called for an applicant presentation. <br />Brian Ojala, Entasis Group, architect and owner of the project stated the hope for this <br />group of buildings is to bring together many different businesses. He designed it for a <br />campus setting, nice views, indoor/outdoor lifestyle, low impact and pedestrian <br />accessibility. He showed various renderings of the proposed campus. <br />Mayor Muckle asked for public comment. None was heard. <br />Councilmember Stolzmann asked how the easement affects the open space and how <br />the building elevations and grading meet the height standards. Planner Dean showed <br />the easements do not affect the City open space. Director Zuccaro stated height <br />calculations for the building do affect the building height but it is actually lowering the <br />building not raising it. <br />Councilmember Maloney asked about the parking waiver and if granting it would cause <br />parking problems in the future. Planner Dean noted the majority of this site is office and <br />industrial while the CDDSG is being applied because of the small retail component. <br />Staff feels they will be fine for parking. <br />Public comment. None. <br />Councilmember Maloney moved to approve Ordinance No. 1733, Series 2017, <br />Councilmember Loo seconded. <br />Vote: Motion carried by unanimous roll call vote (summary: Yes = 7). <br />Yes: Mayor Pro Tem Lipton, Council Member Maloney, Council Member Loo, Council <br />Member Keany, Mayor Muckle, Council Member Stolzmann, Council Member Leh. <br />Councilmember Maloney moved to approve Resolution No. 12, Series 2017, seconded <br />by Councilmember Council member Loo. Voice vote: all in favor. <br />
