Cityot <br />im Louisville <br />COLORADO • SINCE 1878 <br />CITY COUNCIL COMMUNICATION <br />AGENDA ITEM 111 <br />SUBJECT: <br />DATE: <br />SOLID WASTE SERVICES DISCUSSION <br />APRIL 11,2017 <br />PRESENTED BY: KURT KOWAR, P.E., PUBLIC WORKS DIRECTOR <br />SUMMARY: <br />Among the issues City Council included in its 2017 Work Plan is a review of the next <br />Single Hauler Waste RFP and whether to implement new recycling/compost regulations <br />for currently non -participating Home Owners Associations (HOAs), Multifamily and <br />Commercial properties. This Communication provides information on the following <br />topics: <br />Single Hauler, Residential Single Family solid waste statistics. <br />Residential Single Hauler Solid Waste Services RFP considerations for a new 5 - <br />year contract (2019-2023). <br />Citywide policies related to Residential, HOAs, Multifamily, and Commercial <br />refuse, recycling, and composting activities. <br />Solid Waste Fund fees. <br />Citywide policies related to plastic bags and cardboard. <br />Other Solid Waste activities <br />The City Council Utility Committee reviewed this information on March 31, provided <br />comments on changes they wanted to see, and asked staff to present the updated <br />information for Study Session discussion. <br />Single Hauler, Residential Single Family Solid Waste Statistics <br />The attached presentation summarizes the statistics from the City's Single Hauler, <br />Residential Single Family program. These statistics represent only data provided to the <br />City by Western Disposal for accounts in the City's solid waste program, plus data from <br />the City's Leaf/Branch drop-off programs. These statistics do not include Multifamily, <br />HOA, Commercial, or Industrial information that is not part of the City's Residential <br />Single Hauler, Residential Single Family program. <br />Residential Single Hauler Solid Waste Services RFP Considerations <br />Western Disposal is currently the City's contractor providing collection services to Single <br />Family homes covered by the program for refuse, recycling, and compost services. <br />This contract expires in mid -2019. City staff will be working on a new RFP for late <br />2018/early 2019 and a new 5 -year (annually renewable) contract to the top ranked <br />bidder.
