SUBJECT: <br />DATE: <br />SOLID WASTE SERVICES DISCUSSION <br />APRIL 11, 2017 <br />PAGE4OF6 <br />Citywide Solid Waste Policies <br />Citywide Trash, Recycling, Compost Requirements <br />The City provides services to Single Family Residential customers for trash, recycling, <br />and compost. Customers who are not served by this service include some HOA <br />Neighborhoods (Steel Ranch, Northend, Coal Creek), Multifamily, Commercial, and <br />Industrial properties. <br />Chapter 8.64 of the City's Code specifies that the City or its contractors shall provide <br />residential single -stream recycling collection services for all residents in the City except <br />for properties in specifically excluded categories (commercial, industrial, multifamily and <br />HOAs—if the HOA "provide[s] their residents curbside refuse and single -stream <br />recycling collection services." The City's Code is silent in regards to composting. <br />The City Council may want to update the Code to: <br />Include "composting" in the Code section to reflect the contract the City actually <br />administers to customers. <br />Require HOA's to provide composting to ensure equity among single family <br />homeowners in the City. <br />Require annual reporting by Multifamily, Commercial, and Industrial haulers to <br />allow the City to understand collection statistics and the overall diversion and <br />environmental impacts from solid waste activities. <br />Require recycling for Multifamily, Commercial, and Industrial customers where <br />appropriate. <br />Require composting for Multifamily, Commercial, and Industrial customers <br />appropriate. <br />Pros: <br />Requiring all Single Family Composting aligns the City Code with actual practice <br />of the City's existing service and ensures equity and environmental stewardship <br />across all single family homes. <br />Requiring reporting of all other customers provides the City the ability to <br />understanding the overall impact of solid waste activities in Louisville. <br />Requiring recycling and/or composting of all other customers where appropriate <br />provides the maximum ability to impact the diversion of solid waste in Louisville. <br />Cons: <br />Additional requirements will require significant community outreach and will <br />require additional resources. <br />Additional requirements may not be received well by customers who want <br />freedom of choice related to solid waste services. <br />CITY COUNCIL COMMUNICATION <br />6 <br />
