perhaps, that wasn't the case. This
Council is making a very commendable
effort to move the City to the point
where growth pays for its own costs
and its own cost only. I think
$7,500.00 is a fair price to set.

Roll call was taken. Motion passed by a 7-0.

ORDINANCE NO 1090, SERIES 1992 - AMENDING TITLE 17 OF THE
LOUISVITWmMUNICIPALCODE -REGULATING PARKING OF MOTOR VEHICLES -
1ST READING - SET PUBLIC HEARING (11/17/92)

Griffiths read by title only Ordinance No. 1090, Series 1992, "An
ordinance amending the parking requirements of Title 17 of the
Louisville Municipal Code."

Susan Griffiths, City Attorney, explained that this is a draft of
an ordinance which was requested by the Council for the purpose of
restricting parking of motor vehicles in front and side yards of
corner lots, except upon paved driveways.

Davidson called for Council comments or questions.

NONE

Sisk moved that Council approve Ordinance No. 1090, Series 1992, at
1st Reading and set the Public Hearing for November 17, 1992.
Seconded by Hornbostel. Roll call was taken. Motion passed by a
7-0 vote.

DISCUSSION/DIRECTION - LETTER FROM NORTHERN COLORADO WATER
CONSERVANCY DISTRICT - SOUTHERN WATER SUPPLY PROJECT

Tom Phare, Public Works Director, commented that since the General
Election, he had talked with them concerning the Tabor issue
(Amendment No. 1). He spoke on two items in the letter (which each
me~er of the Council had a copy of) from the District. The
District has a contract with Broomfield that only so much will be
provided for in pipeline construction from Broomfield. Any of the
participants have to be cost neutral or a cost benefit to the
project. He stated that by moving the pipeline to the west, given
the current cast of characters in the pipeline, the participation
cost share for the western parties (Superior and Louisville) needed
to increase in order to keep it cost neutral to Broomfield. The
District is discussing with the Metropolitan District in Superior,
the likelihood of them increasing their capacity up to 4.8. The
would need us to increase our capacity up to 3. The cost is
estimated to go up to $3.38 million for our share, because they
have had to locate the pipeline approximately 1/2 mile east.
Although the major pipeline to Broomfield hasn't changed in cost,
the connecting pipeline from the major pipeline to Louisville, and

11
