Howard:

I'm assuming that the low bid did
meet all of our criteria?

Phare

Yes. We screened them and checked
references. They were found capable
and qualified for this work.

Howard:

Phare:

I live over here. There are a large
number of dredges from construction.

Those are mine tailings and we are
going to smooth those out.

Howard:

When do you anticipate completion?

Phare stated that with the weather this time of year, it's tough to
say. He stated that there is probably two weeks worth of constant
earth moving. If the weather gets severe and work has to be
suspended, any days taken off will extend that work. He stated
that there is 1 1/2 to 2 weeks worth of laying of storm drainage
pipe and its completion. There is a current open channel near the
east edge of Saddleback, which will be closed up creating a more
useful area.

Sisk moved that Council award the bid of the Parcel "R" Drainage
and Trail Improvements Project to Concrete Express, Inc., the low
bidder of $121,447.00. Seconded by Howard. Roll call was taken.
Motion passed by a 6 - 0 vote.

APPROVAL OF 1992 EXPENDITURES

Sharon Asti-Caranci stated that under Financial/General Services,
ADA Modifications (SEE ATTACHED), Council had already approved, as
well as the two Police cars. She stated that tonight she needed
Council's approval on the rest of the expenditures on the list.
She explained that all the expenditures on the list were in the
1993 Budget, but the funds can be expended in 1992.

Sisk:

Under Public Safety, the tires, what
was the procedure for the purchase
of tires and will they be purchased
locally?

Asti-Caranci:

Since it's that amount of money,
they would have to get written
quotes, which were to include a
local written quote.

Tom Phare, Director of Public Works, stated that tires are usually
acquired by the vehicle maintenance people and most tires for
standard vehicles are obtained through State bid. He stated that
the current State bidder for some tires are outside the Louisville
