Seconded by Sisk. Ail in favor. <br /> <br />ORDINANCE NO. 1091, SERIES 1992 -AMENDING SERVICE EXPANSION FEES - <br />2ND READING - PUBLIC HEARING (PUBL. LSVL. TIMES 11/18/92) <br /> <br />Griffiths read by title only Ordinance No. 1091, Series 1992, "An <br />ordinance concerning the capital improvement fee of the City of <br />Louisville, Colorado." <br /> <br />Mayer stated that this is the second reading concerning the Capital <br />Improvements Fee and he requested that Council continue this item <br />until a later date. He stated that Councilman Howard and Mayor <br />Davidson had some questions about the fee and he wanted a better <br />consensus on this from Council, although Mayer felt it was <br />justified. He asked Annette Brand, City Administrator, to inform <br />Council as to when she felt staff could provide additional <br />materials. <br /> <br />Brand suggested the last meeting in February, because quite a bit <br />of additional research needed to be done. She stated that if <br />Council wanted to stay with it as it is now, they would need time <br />to put together a report. <br /> <br />Mayer stated that since the increase is more modest than with the <br />water tap fees, the effect on the City Treasury is less dramatic in <br />this case, which affords an opportunity to take more time. <br /> <br />Davidson opened the Public Hearing and asked if anyone in the <br />audience wished to speak in favor or against Ordinance No. 1091, <br />Series 1992. <br /> <br />Steve Wilson, Homebuilder's Association of Metropolitan Denver, <br />1400 South Emerson, Denver, CO, placed before Council a book called <br />"Development Impact Fees", which is published by the American <br />Planning Association and suggested that the City purchase one for <br />their own staff. He stated that between the last meeting and <br />tonight's action Council was going to be adding a couple thousand <br />dollars to the hard costs of a house that is constructed in this <br />community. He stated that that will be even more with Real Estate <br />fees and the final cost to the consumer will be about triple that <br />by the time the loan is paid off. He read from a publication from <br />the National Association of Homebuilders on impact fees. He stated <br />that there are some serious questions that could be raised <br />concerning the justification and the methodology that has been <br />developed to support the existing fees of Louisville, as well as <br />any proposed increases. <br /> <br />Sisk: <br /> <br />Who pays the dues to provide the <br />funding necessary for the <br />Homebuilder's Association or is it a <br />benevolent society? <br /> <br /> <br />
