Revitalization Commission
Minutes
April 10, 2017
Are there sources to apply to for funding (grants?) for a parking garage? Parking
analysis will look for sources for funding. Deputy City Manager Balser said if the answer
is parking garage, there is a range of solutions.
Comments on RFP - On map, take area to Griffith and include ballfields. Talk about
pedestrian underpass to access ballfields. Call Pine Street Plaza commercial rather
than residential? Map of study area and a map of zoning for consultant.
Urban Renewal Legislation SB 17-279
Attorney Sam Light updated LRC on SB 17-279. He said it was further cleanup of what
is a qualifying project. Light reviewed changes in bill saying there was a lack of clarity on
what constitutes a substantial modification. This bill further defines when we change the
scope or nature of a project. Unless we went a completely different direction, it does not
affect us and we do not need to expand board.
Trying to make clear that financing or refinancing does not trigger change in board. Give
30 day notice so people can make comments. This should not affect us as we are too
far into our project.
It would affect us if there was downtown redevelopment in the existing area, and the
plan was lacking in specificity.
No impact on 550 McCaslin. TIF not being used there.
Items for Next Meeting May 8, 2017
Volunteer Appreciation
Delo Lofts Infrastructure Discussion
Commissioner Comments:
Still negotiating regarding 550 McCaslin. Meeting with developer/owner of property.
Commissioner Lathrop has noticed anecdotally an uptick of activity in the area. Sales
tax is disclosed by area, but never by property or clusters of property.
Adjourn — The meeting adjourned at 8:12 am
4
