City Council Finance Committee <br />Meeting Minutes <br />04/17/17 <br />Page 3 of 6 <br />RFP's, regardless of dollar amount, that may have policy implications such as the <br />Small Area Plan or Fiscal Impact Model as examples. <br />Finance Committee Chairperson Stolzmann stated that several RFP's have been <br />issued that would have benefited from City Council review. Member Stolzmann <br />also stated that part of the problem is the amount of projects that have built-up <br />over time and carryforwards that may not have ever been discussed with the <br />current City Council. Member Stolzmann stated that many projects would have <br />gone smoother if discussion with City Council had occurred prior to an RFP being <br />issued. <br />Finance Committee Member Maloney stated that public disclosure and <br />awareness are key, and asked what problem is intended to be solved by the <br />recommended change to this policy. Member Maloney stated that there needs to <br />be trust in staff and in the workflow of an RFP prior to issuance. Also, Member <br />Maloney stated that he might be okay approving a one-time purchase, but that <br />RFP's for services agreements can have long-term policy impacts. <br />Mayor Muckle stated that the carry -forwards and election of new City Council <br />Members is not unique to Louisville and that he is comfortable with the concept <br />of identifying the scope of work or services requiring RFP's during the budget <br />process. <br />Finance Committee Chairperson Stolzmann asked whether or not the RFP's and <br />contracts would be included in the table at the end of the warrant list. Finance <br />Director Watson stated all approvals between $25,000 and $100,000 would be <br />on the list. <br />The reports and corresponding narrative can be located in the April 17, 2017 <br />packet of the Finance Committee Meeting. <br />ENTERPRISE DASHBOARDS <br />Ashley Stolzmann, Finance Committee Chairperson asked Public Works Director <br />Kurt Kowar if any progress has been made on the requested dashboard. <br />Director Kowar stated he hoped to have time to start working on them soon. <br />The Finance Committee Members reviewed the dashboards provided by the Golf <br />Course and by the Recreation/Senior Center. Finance Committee Member <br />Maloney stated he wished the dashboards were further along and that both are <br />incomplete. Member Stolzmann stated that the report for the Recreation/Senior <br />Center is okay, but hopes it will get better soon, as only the revenue is reflected. <br />Ms. Stolzmann stated that the expenses need to be incorporated in the <br />dashboard, and that she would have additional requests if this is a custom <br />designed report. <br />4 <br />
