Cultural Council Meeting Minutes April 20, 2017 Page 2of4 Treasurer's Report — Balance sheet of expenses and assets was given out. The treasurer reviewed board duties regarding events. Gina is re-establishing a relationship with Ernie of Boulder Valley CPAs. She plans to meet with him on April 25th to review the 990 EZ form, which is a new requirement to apply for the SCFD grant. May 9th the LCC has an 8 minute hearing for the SCFD grant. Treasurer requested a petty cash fund. City Council Report — Chris Leh said the council is rethinking downtown and in the next 6 to 8 months we should be hearing about more action items. The underpass and gateway will lead to "a lot of changes," however he cautioned these changes will still be incremental. There will be some parking next to Hwy. 42. The council is considering the whole issue of parking, which has been an issue for quite some time, he said. The City Council is also looking at noise ordinances. Mr. Leh will keep us posted on the progress of "design guidelines" School attendance was discussed. Enrollments have "stabilized some" of late. Schools weigh in every time there is a new residential unit and currently they are at 90-100% capacity. Street Faire is on track with 8 concerts planned from bands somewhat more well- known than last year. The City Manager, Malcolm Fleming, is leaving after 10 years of service. The Deputy Manager will step in this July. The timeline of the search is presently uncertain. Chris Leh then discussed the Draft Policy (attached) for nonprofits. Non-profit groups connected to the city vary greatly in their tactics and mission, and some are more hands-on than others. For the LCC the task at hand is to separate the 501c3 from the city board, which offers autonomy but also more responsibility, such as purchasing insurance. Agenda item for May. Public Art Proposal for Arboretum/Public Art Policy Friends of the Arboretum, a 501c3, has decided to disband and spend its remaining treasury funds on a bronze sculpture. They have already purchased a sculpture of children reading on a bench and worked with the parks department to install it. Jennifer said that when the city adopts a public art policy, the process for choosing and installing public art will likely be different. In August the City Council will review a policy proposal prepared by Katie Zoss. Programming Reports/Calendar Review • The Louisville Library has proposed a partnership with the LCC to put on an event featuring Denver-based opera singer Sarah Colt as part of the One Book program. The LCC would pay the singer and a piano accompanist. The Library would provide most of the staffing for the event. -- For review --
