SUBJECT: POLICE MASTER PLAN WITH COMPENSATION AND BENEFITS <br />DATE: MAY 9, 2017 <br />PAGE 15 OF 17 <br />Gather details about issues that may arise from these discussions and work <br />through them. <br />Circle back Sworn Officers to share solutions for issues brought forward. <br />Determine time frame for implementation based on feedback from Sworn Officers <br />along with budgetary considerations. <br />Option 7: Continue to offer Sworn Officers the same benefits as all City of <br />Louisville employees. <br />Pros: <br />Maintains current philosophy and practice for providing City benefits. <br />Estimated costs are already built into the 2018 budget. <br />Cons: <br />May not be perceived as competitive in today's market, although the Police <br />Department has been successful in retaining and attracting qualified applicants in <br />a highly competitive labor market and challenging national media environment. <br />Cost: The 2017/2018 bi-annual budget includes funding for a10% overall increase. <br />Recommendation for Implementation: <br />Complete annual benefits renewal process as part of the recommendations and <br />changes for the 2018 Budget. <br />FISCAL IMPACT: <br />Option 1: Add the City of Boulder to our Labor Market cities for Sworn Officers. <br />Estimated Cost: Currently, there would be no cost differences to add the City of <br />Boulder to the salary survey for Sworn Officers because Louisville's compensation <br />would still be within 4% of the Median for comparable jurisdictions, even when Boulder <br />is included. <br />Option 2: Add the cities within a 20 mile radius of Louisville to our Total Compensation <br />process for Sworn Officers. <br />Estimated Cost: Currently, there are no cost differences when adding cities within a 20 <br />mile radius of the City of Louisville to the salary survey for Sworn Officers. Staff does <br />anticipate there would be additional costs for adding these cities to the overall salary <br />survey process for all City positions.
