However, using the existing board or groups for senior issues would free up <br />more time for the recreation board to focus on recreation issues. One option is to <br />have a member of the Senior Advisory Board appointed as an ex officio member <br />of the Recreation Board. <br />Youth Advisory Board — Similar to the seniors, would the Recreation Advisory <br />Board include giving advice on youth programs, or should that be left to the <br />existing Youth Advisory Board (YAB). The YAB currently is jointly staffed by the <br />Recreation Department and the Library; it functions well as it is currently <br />established. As above, one option is to have a member of the YAB appointed as <br />an ex officio member of the Recreation Board. <br />Timeline — <br />o Option 1 — Create a new board in conjunction with opening the new <br />recreation facility in 2018. This would allow staff to focus on the recreation <br />expansion project in 2017 and early 2018. <br />o Option 2 — Create a new board as part of the annual board/commission <br />appointment process, meaning the board would start work in January <br />2018. <br />o Option 3 — Advertise for new board members and handle the application <br />and interview process over the summer or early fall allowing the board to <br />start work before the end of 2017. This option does increase staff and <br />Council work load as it would be outside of the normal appointment <br />process. <br />Golf Course Advisory Board — In conjunction with the creation of the Recreation <br />Advisory Board staff will submit to Council a resolution abolishing the Golf <br />Course Advisory Board. <br />Staff suggests another option is to create a Parks & Recreation Advisory Board <br />to encompass the duties of the Golf Board and the Parks & Public Landscaping <br />Board as well as recreation. In reviewing other jurisdictions, we found this to be a <br />common board for most cities. The existing duties of the Parks & Public <br />Landscaping board could be incorporated into the duties of the new board. Much <br />of what the Parks board does also relates to recreation use such as turf <br />maintenance, facility use, and adult and youth sports programing in the parks. <br />This would align with the PROST Master Plan which suggested consolidating <br />boards to create more efficiency. <br />FISCAL IMPACT: <br />None at this time, however any new board will require staff resources and time. <br />CITY COUNCIL COMMUNICATION <br />3 <br />
