City Council <br />Meeting Minutes <br />June 6, 2017 <br />Page 7 of 20 <br />Mayor Pro Tem Lipton worned the cost could continue to grow beyond the $250,000 <br />estimate; he wants to manage the cost of the project. He stated this current proposal is <br />too open ended. <br />Councilmember Loo stated she supports the project as long as all of the funding comes <br />from the HPF. She asked where operations and maintenance money would come from <br />if one is open to the public as a museum. Director Zuccaro stated as currently <br />structured the HPF could not cover operations and maintenance Councilmember Loo <br />stated this concerns her as the general fund cannot sustain additional costs. <br />Mayor Pro Tem Lipton asked if the Council could get bids back prior to making a final <br />decision so as to have better information Mayor Muckle stated his concern of waiting <br />any longer and noted he thinks the budget is sufficient and there are other places such <br />as the DAR to look for funding <br />Councilmember Maloney stated he supports this but also understands the cost <br />concerns He is also concerned that the later operations and maintenance costs are not <br />known. He does not have enough information to move ahead at this time He asked if <br />they could be moved to a temporary location and later to a permanent location. He <br />stated he likes the Highway 42 location better as it is a larger space and added he is <br />open to other possible locations <br />Councilmember Keany stated they should be moved and stabilized first and then we <br />can worry about rehabilitation at a later date. He suggested other locations in the Old <br />Town Overlay. <br />Councilmember Leh agreed time is of the essence and it would be nice if initial moving <br />could be decided on now and some of the final decisions could be made at a later date. <br />Mayor Muckle stated the decision tonight should be to acquire the cabins and move <br />them as soon as possible. <br />Councilmember Loo asked what other evaluations are needed Director Zuccaro stated <br />if Council is willing to save the cabins, staff would work with the owner to guarantee he <br />won't demolish the cabins until staff can complete due diligence. <br />Mayor Pro Tem Lipton reiterated his concerns related to costs He stated the budget <br />should be increased now to give staff enough funding to work with so this item doesn't <br />continue to come back asking to increase the budget <br />Councilmember Maloney asked staff what next steps would be. Director Zuccaro stated <br />the first issue would be to contact the owner to ask him not to demolish the cabins at the <br />end of the demolition stay; to create a request for proposal for moving the cabins; work <br />with Public Works and Parks to identify any issues; and then schedule the move He <br />estimated it will take six months or longer <br />
