City Council <br />Meeting Minutes <br />June 6, 2017 <br />Page 8 of 20 <br />Mayor Muckle moved the City acquire the cabins with a plan to relocate one to highway <br />42 and one to John Breaux Park, increase the contingency to 30%, and limit the current <br />scope of work to acquisition, moving them to a new location, and rehabilitation. <br />Councilmember Leh seconded <br />Councilmember Keany made a friendly amendment to consider the city -owned parcel in <br />the 500 block of Main Street as a location for one Councilmember Maloney agreed he <br />didn't want to commit to locations yet, he would like some flexibility on the final <br />locations. Mayor Muckle agreed <br />Vote: Motion carned by unanimous roll call vote (summary: Yes = 7) <br />ORDINANCE NO. 1738, SERIES 2017 — AN ORDINANCE AMENDING CHAPTERS <br />2.08 AND 2.12 OF THE LOUISVILLE MUNICIPAL CODE TO INCLUDE THE <br />BENEFITS THE MAYOR AND CITY COUNCILMEMBERS SHALL RECEIVE IN <br />ADDITION TO THEIR SALARIES — 2nd READING — PUBLIC HEARING — <br />(advertised Daily Camera 05/21/17) <br />Mayor Muckle opened public hearing <br />City Manager Fleming stated the City Council requested a review and comparison of <br />how the Mayor's and City Councilor's current salaries and benefits compare with the <br />same labor market cities we use for all city positions as part of the annual salary survey <br />process This survey showed the Council is significantly underpaid compared to other <br />jurisdictions <br />Based on the analysis, companson, and feedback from Council an Ordinance was <br />prepared for consideration to increase the Mayor's and Councilmembers salaries He <br />added this ordinance will not increase the salanes of the current City Council but will be <br />in effect for members elected in November of 2017 and after. <br />John Leary, 1116 Lafarge Avenue, stated people do not run for Council for the salary, <br />but it is possible people don't run because of the low salary. It is likely we are <br />eliminating some people from running who might need child care, etc. Some say it is too <br />much at once, but the cost is worth it. It is not too much money compared to our budget <br />and the pnonty of having good elected officials. <br />Mayor Muckle noted he thinks this is too much of an increase; he supports doubling the <br />salaries rather than tripling them with a mechanism to review this again in two years to <br />smooth the change <br />Councilmember Maloney stated the current salaries are simply arbitrary and not based <br />on surveys. He would like to see Council salaries done similarly to staff salaries; by <br />salary survey with other communities so that it is not arbitrary <br />
