Louisville City Council Meeting <br />January 6, 2004 <br />Page 3 of 12 <br /> <br />RESOLUTION NO. 2, SERIES 2004 - A RESOLUTION APPROVING THE CITY <br /> OF LOUISVILLE OPEN SPACE MASTER PLAN <br /> <br />Mayor Davidson called for Staff presentation. <br /> <br />Land Management Director Cindy Lair recognized and thanked the Louisville Open <br />Space Citizen's Advisory Board (LOSCAB) for their dedicated work on the Louisville <br />Open Space Master Plan. She recognized Patrick Malone, a Naturalist Resources Planner <br />with Boulder County Parks and Open Space, who addressed Volume 2 of the Open Space <br />Master Plan. <br /> <br />Lair reviewed that Ordinance No. 1329, Series 2000, directs the Louisville Open Space <br />Citizen's Advisory Board and City Staff develop a long term plan for recommendation to <br />City Council. The plan identifies acquisition, classification, maintenance, management, <br />preservation, and use of open space land. Since Louisville's open space land is either <br />solely owned or owned in partnership with Boulder County and Lafayette, these lands are <br />addressed in separate volumes. The master planning process began in 2000, when the <br />City contracted with ESCO Associates. Most of the land in Volume 1 focuses on passive <br />recreation or protecting wildlife habitat values. Volume 2 addresses open space <br />properties that serve as community buffers. Both volumes are included in the Louisville <br />Open Space Master Plan. The Louisville Open Space Classification Map is included in <br />Volume 1. <br /> <br />Lair explained the City of Louisville, the City of Lafayette, and Boulder County jointly <br />own ten agricultural open space properties in the Lafayette-Louisville area that are <br />covered in Volume 2 of the Open Space Master Plan. All of these properties have <br />historically been farmed and are valuable production lands.~ The properties also contain <br />wetlands, riparian areas, and mature trees that provide important wildlife habitat. The <br />draft plan (Volume 2) was presented to Lafayette, Louisville, and Boulder County Open <br />Space Advisory Boards for review in April and May 2003. <br /> <br />Lair explained numerous public meetings were offered to involve citizens who wished to <br />provide input to the planning process. Two open houses were offered on April 21 and <br />August 11, 2003. The Open Space Master Plan was discussed at open meeting of the <br />Open Space Citizen's Advisory Board on May 19, July 22, August 18, September 15, and <br />November 3 and 17, 2003. <br /> <br />Lair addressed the LOSCAB's desire to reclaim several areas to native prairie or riparian <br />ecosystem, including the Warembourg and the Adler Fingru properties. She extended <br />Staff's commendation to the dedication of the Louisville Open Space Citizen's Advisory <br />Board in the formalization of the Open Space Master Plan. <br /> <br />Matt Jones, Chairman for the Louisville Citizen's Open Space Advisory Board, reviewed <br />the work of the Board, and voiced his pleasure at forwarding the Open Space Master Plan <br />to the City Council. <br /> <br /> <br />
