City Council Finance Committee <br />Meeting Minutes <br />05/15/17 <br />Page 3 of 6 <br />Ms. Bolte reviewed the quarterly graphs with the Finance Committee Members and <br />disclosed to the Committee an error in coding for a vendor in the Grocery category <br />that led to a false decline for that industry in the 1St quarter. Absent this error, Ms. <br />Bolte stated the Grocery industry sector is up 6% for the quarter. <br />Finance Committee Members and staff discussed the Restaurant revenue graphs <br />noting that while overall eating/drinking revenue has increased, the allocation <br />within the various areas of the City has shifted. <br />The reports and corresponding narrative can be located in the packet of the May <br />15, 2017 Finance Committee Meeting. <br />ENTERPRISE DASHBOARDS <br />The Finance Committee Members reviewed the dashboard provided by the Golf <br />Course. <br />Finance Committee Chairperson Ashley Stolzmann asked Parks & Recreation <br />Director Joe Stevens if the Golf Course is able to afford a permanent sign. Director <br />Stevens stated the structural and engineering costs of a permanent sign are very <br />high, but that they have started working towards a temporary banner. <br />Director Stevens stated that the golf course had a good April and that operations <br />are presently within budget. Director Stevens also noted that there has been an <br />increase in food and beverage sales for Sweet Spot Cafe by non -golfers. <br />Finance Committee Member Maloney asked Director Stevens if the playable days <br />noted on the Golf Course Dashboard are feasible. Director Stevens stated that <br />the number of playable days may be too optimistic. Member Maloney also stated <br />that the revenue reported on the dashboard seems inconsistent. Director Stevens <br />agreed that the revenue numbers need tweaking. <br />Chairperson Stolzmann asked Director Stevens if he is working on a 5 -year CIP <br />plan for the Golf Course. Director Stevens stated that David Dean is working on <br />the golf course equipment needs, and preparing lease/purchase options to be <br />considered. Finance Committee Members asked when this long-term plan would <br />be ready. Deputy City Clerk Balser asked the Finance Committee when they <br />would like the information provided. Members agreed that it would be most helpful <br />to have the capital expense estimates in time for the budget process and to allow <br />for the creation of a fund balance and reserve policy for the Golf Course. <br />The Finance Committee Members reviewed the dashboard provided by the <br />Recreation/Senior Center. Members stated that the dashboard is helpful to see <br />the subprogram revenue and expenses. Member Maloney stated it would be <br />
