City Council Finance Committee <br />Meeting Minutes <br />05/24/17 <br />Page 2 of 5 <br />Finance Committee Chairperson Ashley Stolzmann opened discussions with the <br />review of two carryforward items that differed from those previously approved by <br />the Finance Committee. The first item was $30K for Surveillance Upgrades to City <br />Hall. IT Director Chris Neves stated that the work was done in December 2016, <br />but the invoice for services was received in January 2017. Director Neves stated <br />that the money needs to be carried forward so the expense can be recorded for <br />2017. The second item noted by Chairperson Stolzmann, the carryforward of $5K <br />for Office Furniture and Fixtures for the Police Department. Member Stolzmann <br />stated that no carryforward had been approved. Chief Hayes stated that the <br />original request for carryforward was amended from $15K to $5K to fund <br />replacement of tables in the PD training room and for cabinets in the lobby area <br />which were approved by City Manager Fleming. Council Member Stolzmann and <br />Mayor Muckle approved these two carryforward amounts. <br />The Finance Committee and staff moved on to discuss Appendix B of the budget <br />amendment resolution. Member Stolzmann asked about the annual payment of a <br />parking lease to BNSF. Director Kowar stated that the lease is for public parking <br />along portions of Front Street. Member Stolzmann stated that staff needs to <br />ensure the parking being paid for is for the public, and that there is appropriate <br />public parking signage. <br />Finance Committee Chairperson Stolzmann stated her concern that the Open <br />Space & Parks Fund will go negative in 2018. Member Stolzmann noted there are <br />no capital projects scheduled for 2019, and that in her opinion, projects with the <br />least amount of impact may need to be delayed from 2018 to 2019. City Manager <br />Fleming stated that transfers from the General Fund can be used to fund the <br />shortfall, as the 2018 fund balance will end far above the minimum reserve level. <br />Director Watson stated that the Open Space & Parks Fund is not able to support <br />its ongoing operational needs. <br />Ms. Stolzmann asked for details on the Miner's Field Park Improvements, the <br />Underpass, and the South Street Improvements. Director Stevens stated that the <br />Miner's Field budget amendment of $35K is a new project for a gateway <br />necessitated by the construction work done for the Underpass project. Director <br />Stevens stated work is needed to improve parking, pathways and fencing. Council <br />Member Stolzmann asked if the URA would be contributing toward the work <br />needed. City Manager Fleming stated the City could make an argument with the <br />LRC for a 50/50 reimbursement. <br />Chairperson Stolzmann stated she has little confidence the LRC would approve <br />funding unless the Council denies the budget amendment for this project. Mayor <br />Muckle stated that the LRC amended their budget to contribute an additional <br />$325K, which was in excess of what was originally budgeted, and that the amount <br />needed for the Miner's Field Improvements is well under this amount.
