Planning Commission <br />Staff Report <br />June 8, 2017 <br />BACKGROUND: <br />The applicant, Sink Combs Dethlefs, submitted a plan on behalf of the City Department <br />of Parks and Recreation to construct a new 2,800 pool house at Memory Square Park. <br />The 31,500 SF property was platted as part of the Pleasant Hill Addition and includes the <br />Louisville Center for the Arts. The Center for the Arts, constructed in 1894, was <br />landmarked by City Council through Resolution No. 33, Series 2005. The existing pool <br />house, constructed in 1972, connects to the Center for the Arts. The proposal includes <br />disconnecting the Center for the Arts from the pool house and constructing the new pool <br />house setback from the historic structure. <br />801 Grant Avenue — Southeast Corner with 1972 pool house <br />The property is located in the Residential Low Density (RL) zone district and within the <br />Old Town Overlay. The property is subject to the Old Town Overlay Zoning District <br />Regulations. Where the Old Town Overlay is silent on design, staff applied the <br />Commercial Development Design Standards and Guidelines. A Special Review Use is <br />required for all Civic uses in any zone district. The Historic Preservation Commission <br />approved an alteration certificate for the proposed site design. The applicant has also <br />applied for a Historic Preservation Fund grant, which is still under review by the Historic <br />Preservation Commission and City Council. <br />REQUEST: <br />The applicant requests a Planned Unit Development and a Special Review Use to <br />demolish the existing Memory Square pool house and construct a new 2,800 SF pool <br />house. The proposed pool house is set back from the Center for the Arts building by a <br />breezeway and includes locker rooms, check-in area, lifeguard offices, lounge area, <br />mechanical areas, and storage. The application also includes sites improvements to <br />bring the ADA accessibility into compliance, create an outdoor cabana, and develop a <br />children's splash pad. <br />22 <br />2 <br />
