Historic Preservation Commission
Meeting Minutes
May 30, 2017
4. Between City Hall and Parks and Rec building. City -owned property. Great location.
5. Main Street, the ditch east side of Main, between Elm and Parkview. City owned. Low
traffic.
6. Arn Rasker's listing at 1125 Pine Street: For sale, across the street. Can return the outlot
to the right of way. City could put an overflow office here in the front, and restore the
Miners Cabins on the low traffic side of the property.
7. Memory Square. Biggest place in Old Town. May have to take down a tree? In the heart
of town.
Jean Morgan, 1131 Spruce Street, Louisville, CO
I'd first like to talk about possible locations and my favorites. I like Hwy 42 & Pine Street. There
is a coal car there currently. The coal car could be restored, put a mule stature in front of it, and
then one of the cabins. This would be an entry statement. It would not be furnished or open to
the public, just stabilized. I like John Breaux Park. There is a concrete pad on the northeast
corner of the park that measures 21' x 17'. The cabins are 18' x 11'. One cabin could fit on this
concrete pad. The back section to the east has bricks. Both cabins would fit them there. A cabin
at the John Breaux Park could be used as display, staffed by volunteers, and students and the
public could come in on special days. It would be furnished. It has walkability from the
elementary and middle schools. I like the idea of placing them between City Hall and the Parks
& Rec building (Austin-Niehoff house). It would be an open display and available for groups. I
know you have copies of the petition that people from town signed. I counted 111 signatures. I
put dots next to some of the pioneer people who had relatives who lived nearby. They felt
strongly about keeping the cabins as history. We did not find out that Centerfield was outside
the HPF funding area or that Miners Field was limited to being a ballpark. I found the cost to be
shocking. I talked with Carol Affleck who moved a house from LaFarge to 1342 North 95th Street
in Lafayette. She gave me the company name and paid $8000 for the move. I think we can get
other bids for moving and stabilizing. I agree about restoration. The cabins don't need to have
original wood or linoleum or wallpaper. I think that the fencing around the cabins is historic and
should be included. The northwest cabin in the back with a caved in roof has the same siding.
This wood could be used to restore the cabins. We need to be respectful of the June 13
demolition date.
Barbara Zeidlek, 105 W 9th Avenue, Broomfield, CO
I am the incoming regent for the Indian Peaks Chapter of the DAR (Daughters of the American
Revolution). One of our service areas is Louisville. Should these cabins meet the restoration
and educational goal that we have as a national organization, we would consider making a grant
as a part of the cost of this. The DAR was established in 1980 and has three founding
principles: historic preservation, education, and patriotism. The restoration of an historic cabin
fits into these categories. Should students or the general public be invited to attend
presentations on the history of the cabins, it would meet our educational goal.
John Leary, 1116 LaFarge Avenue, Louisville, CO
I too was surprised by the cost figures and I believe it can be done much cheaper. Perhaps one
of your recommendations should be to bid it out to the small contractors. I hear that the CC
wants to hear from the HPC on whether you want to spend money on this. I hope you do and I
think it needs to be managed well. I don't think this should cost $250,000.
Poppitz speaks. Jean seems concerned about the June 13 date. I can offer my land as a place
to park these cabins if we need to move them and have not decided on a site. I live'/2 block
away and own five city lots and a little house. I have land where they "live" for a period of time.
Randy Caranci, 441 Elk Trail, Lafayette, CO
I testified at CC on this same issue. My mother was raised at 801 LaFarge and they put together
two shacks like this, and this is how she lived her life with her two sisters. I think they added a
third shack at one point. Some of you may know that I did restoration on the Grain Elevator and
