Boulder County is <br />facilitating the countywide adoption of a cooperative umbrella agreement so that each <br />community could recognize the comprehensive development plans of others. She <br />stressed the Super IGA is intended to supplement, not supercede, the various <br />comprehensive development plan IGAs. She outlined the parameters of the agreement <br />and the associated map, which included Rural Preservation Areas, Municipal Influence <br />Areas and Unincorporated Rural Land Areas. <br /> <br />Boyd noted the Super IGA would become effective when all of the parties listed in the <br />agreement have signed the agreement through an authorized representative. The Super <br />IGA shall remain in effect for 20 years from the date of execution. However, at any time <br />until 90 days prior to the tenth anniversary of the effective date of the agreement, any <br />municipal party to this agreement may give notice that it intends to opt out of the <br />agreement. All parties who have provided notice according to the specific provisions of <br />the Super IGA shall no longer be parties to this agreement. <br /> <br />Davidson opened the public hearing and asked if anyone wished to speak for or against <br />Resolution No. 20, Series 2003. <br /> <br />Boyd introduced Boulder County Director Dickey Lee Hullinghorst. Hullinghorst stated <br />she was available to address Council comments or questions. <br /> <br />City Manager Bill Simmons explained the map is a compilation of all the IGAs currently <br />in existence between all the jurisdictions. He stated several of Louisville's IGAs are <br />noted on the map, as well as areas of rural preservation or municipal influence. He <br />stressed the areas reflected, as unincorporated rural land will be brought under the Super <br />IGA. <br /> <br />Levihn asked how the Super IGA would affect StorageTek's land for redevelopment. <br />Simmons stated the area located on the north side of StorageTek is designated as <br />municipal influence area. <br /> <br />Sisk voiced his confusion with the maps' color-coding, and noted the areas of <br />Louisville's influence are the same color as Lafayette's. Hullinghorst stated Louisville's <br />areas of municipal influence are colored gold, and Lafayette's is a bright yellow. She <br />stressed on the larger version of the map the color-coding clearly denotes each <br />municipality. <br /> <br />Brown asked Simmons to refresh his recollection on the changes made to the Super IGA. <br />Simmons reviewed a change to reflect lands annexed by the City of Louisville and lands <br />designated as rural preservation. <br /> <br />Hullingshorst stated the County has the responsibility to update and revise the maps when <br />notified by the jurisdiction and redistribute maps to the parties. <br /> <br />5 <br /> <br /> <br />
