Louisville City Council Meeting <br />July 15, 2003 <br />Page 9 of 11 <br /> <br />CITY ATTORNEY'S REPORT <br /> <br />None. <br /> <br />CITY MANAGER'S REPORT <br /> <br />A. Update - Police Department/Municipal Court Building. <br /> <br />Deputy City Manager Julie Boyd reported the City has received eight pre-qualified bids <br />for the Police Department/Municipal Court facility. The bid opening is scheduled for <br />July 25. Boyd displayed conceptual drawings of the Police Department/Municipal Court; <br />material and color boards for the exterior of the facility. She also distributed conceptual <br />drawings, material and color boards for the interior of the facility. <br /> <br />Brown asked if the courtroom could be used as a meeting room. Boyd stated the <br />courtroom has been down sized to a capacity of 40, and has built-in fixtures for a court, <br />such as a jury box, judge's bench, and a witness stand and would therefore not be suitable <br />for a meeting room. <br /> <br />B. Update - Highway 42/96th Street Project <br /> <br />Public Works Director Tom Phare reported on the property right-of-way. He noted that <br />Council approved the second to the last property acquisition for right-of-way, which is <br />from a lot in CTC. Staff is still pursuing the acquisition at the comer of Dillon and 96th <br />Street. He stated there is an appraisal commissioned and the result will be forth coming <br />within the next two to three weeks. Negotiations still continue on the construction and <br />maintenance agreement for the railroad crossing. He reported the Staff continues to work <br />with a consultant on the final phase of the plans and specifications. Staff expects to have <br />to have documents available in approximately three weeks. The process of pre- <br />qualifying contracts has begun. Staff expects a proposal from the consulting engineer for <br />construction services. He anticipated coming before Council in September for a bid <br />opening. <br /> <br />Sisk asked for the anticipated opening date of the 96th Street bypass. Phare stated by the <br />end of 2004. He expected having a separate acceleration completion to Dillon and 96th <br />and a separate completion date for the bridge structures and the Highway 42 intersection <br />reconfiguration. <br /> <br />Keany asked if the City crews would be able to expedite the process. Phare stated there <br />are not that many preparation issues. The more important issue would be getting the <br />right-of-way under control enough to have the private utility companies begin work. <br /> <br />Keany asked if crews have been out locating utilities.
