Louisville City Council Meeting <br />February 3, 2004 <br />Page 5 of 8 <br /> <br />RESOLUTION NO. 7, SERIES 2004 - A RESOLUTION ESTABLISHING <br /> SALARY FOR THE DEPUTY MUNICIPAL JUDGE <br /> <br />MOTION: Council member Brown moved that Council approve Resolution No. 7, <br />Series 2004, seconded by Council member Van Pelt. Roll call vote was taken. The <br />motion carried by a vote of 7-0. <br /> <br />ORDINANCE NO. 1440, SERIES 2004 - AN ORDINANCE AMENDING <br />SECTION 2.64.020 OF THE LOUISVILLE CODE REGARDING THE LIBRARY <br />BOARD OF TRUSTEES - 1st reading - set public hearing 2/17/04 <br /> <br />Mayor Sisk called for City Attorney introduction. <br /> <br />City Attorney Light read Ordinance No. 1440, Series 2004. <br /> <br />MOTION: Mayor Sisk moved that Ordinance No. 1440, Series 2004, be published and <br />a public hearing be set for February 17, 2004, seconded by Council member Levihn. <br /> <br />Mayor Pro Tem Keany asked for clarification the five-year terms of the Library Board of <br />Trustees are staggered. City Attorney Sam Light confirmed the terms would be staggered. <br /> <br />VOTE: All in favor <br /> <br />DISCUSSION/DIRECTION - PUBLIC RECORD EMAIL ADDRESS FOR <br /> COUNCIL COMMUNICATIONS <br /> <br />Deputy City Manager Julie Boyd reported on Council discussion at a work session <br />involving the open records/open meetings law, and establishing a separate address for <br />citizens to send information to the Council. Such information would be considered <br />subject to the Open Records Act, reviewed by the City Clerk and primed and posted in a <br />notebook for public review. The City Clerk would also provide Council copies if the <br />information pertains to quasi-judicial Council actions that should be made a part of the <br />public record. Council members who receive or send correspondence with each other on <br />more than a one-to-one basis will also be instructed to send a copy of that correspondence <br />to this address so it is available for public review. The City Clerk would set a retention <br />schedule for the e-mail correspondence, which is most generally one year. A disclaimer <br />will be included on the web site alerting citizens that the information they send to <br />Council will become subject to the open records act and available for public review. All <br />Board and Commission members would be sent the City Attorney's overview relative to <br />the Open Meetings Law and the Open Records Act. <br /> <br />Mayor Sisk called for public comment. <br /> <br />Annelise Cummings, 795 W. Pinyon Way, Louisville, CO, stressed the importance of <br />keeping the e-mails longer than one year. She requested a copy of the e-mails also be <br /> <br />5 <br /> <br /> <br />
