Louisville City Council Meeting <br />February 17, 2004 <br />Page 10 of 11 <br /> <br />City Attorney Sam Light reported the Public Utilities Commission reviewed the City's <br />96thStreet Overpass Project application and entered an order granting the overpass. <br /> <br />CITY MANAGER'S REPORT <br /> <br />City Manager Bill Simmons updated Council on the progress on the Citywide Comp Plan <br />Update. He stated Planning Director Paul Wood has drafted the request for proposal for <br />Staff review. Staff's goal is to have the proposal completed at the end of the week. <br /> <br />City Manager Simmons asked Assistant City Manager for Governmental Relations <br />Heather Balser to report on a meeting scheduled for EIS. Balser reported an EIS meeting <br />has been scheduled for Thursday, February 26, 2004 at 4:30 p.m. The public meeting <br />will be held at the Monarch High School and transportation issues, including US 36, will <br />be discussed. <br /> <br />City Manager Simmons reported on the first meeting of the Via Appia Traffic Operation <br />Study. The study will look at pedestrian crossings and traffic signalization at skateboard <br />park site and the intersection of Pine and Via Appia. The City's Web Page will have <br />more details on the study and scheduled meetings. He reported on a letter from Mr. <br />Michael Markel who is the owner of two properties. Mr. Markel is requesting discussion <br />with City Council regarding general development plans. Simmons did not recall it had <br />been general practice to bring such items into a formal Council session and unless he was <br />directed otherwise, he would inform Mr. Markel he should pursue it through the regular <br /> <br />process. <br /> <br />Mayor Pro Tem Keany voiced his opinion that Mr. Markel should bring his general <br />development plan before the City Council. Planning Director Wood explained the <br />general development plan is for the Pow Wow grounds. The City of Lafayette Open <br />Space Advisory Board has already considered a land dedication. <br /> <br />Council Discussion: Council member Brown suggested discussions with Mr. Markel. He <br />felt it would be helpful for the Council to understand his proposal and how it relates to <br />the comp plan. Mayor Sisk stated he is committed to a citywide comp plan. He felt <br />meeting with a developer makes sense. Mayor Pro Tem Keany stated he would support <br />discussions with Markel during a Council meeting. He felt it would be beneficial to hear <br />the plan and how it would fit into the comp plan. Council member Van Pelt did not feel <br />discussion with Markel would compromise the citywide plan update, and stated she <br />would welcome the opportunity for review of his plans and how they might fit into the <br />comp plan. Council member Levihn stated discussions could potentially cause <br />controversy before the comp plan is completed. Mayor Sisk explained Mr. Markel has an <br />option on the property and would like to get a sense of what the City wants. He felt if the <br />Council proceeds with this meeting, it might set a precedent for other property owners <br />and he is not comfortable with that. Brown stated his understanding there was a process <br />where a developer could come forward for discussion and direction. <br /> <br />10 <br /> <br /> <br />
