Louisville City Council Meeting <br />February 17, 2004 <br />Page 6 of 11 <br /> <br />MOTION: Council member Van Pelt that Council approve Resolution No. 9, Series <br />2004, with a modification to increase of the maximum amount for cleanup and property <br />damage to $3,500, effective December 31, 2003. Council member Levihn seconded the <br />motion. Roll call vote was taken. The motion passed by a vote of 6-1. Council member <br />Brown voted no. <br /> <br />RESOLUTION NO. 10, SERIES 2004 - A RESOLUTION APPROVING A <br />SPECIAL REVIEW USE APPLICATION FOR A SKATE PARK FACILITY & <br />PARKING LOT IMMEDIATELY WEST OF THE NEW INLINE HOCKEY RINK <br /> <br />Mayor Sisk called for Staff presentation. <br /> <br />Planning Director Paul Wood reviewed Resolution No. 10, Series 2004, which authorizes <br />a Special Review Use for the construction of a skate park facility, parking area, and <br />pedestrian bridge. The proposed skate park would be developed on two acres on the <br />southeast comer of Via Appia and McCaslin Blvd, just west of the recreation center. The <br />skate park facility would be approximately 13,000 SF in area and provide 20 off-street <br />parking spaces, two of which are handicapped accessible. Overflow parking will be at the <br />recreation center. Access from Via Appia would be provided by a 24' wide drive, <br />constructed in alignment with the intersection of Eldorado Lane. The access will provide <br />for a full turning movement, with an additional right-turn lane. The landscape plan <br />provides for the continuation of a street tree presentation to Via Appia, and has been <br />reviewed by the Horticulture and Forestry Advisory Board and modified to incorporate <br />their recommendations. The photometric plan has been submitted reflecting a number of <br />revisions reducing both the intensity of lighting and light spillage from the site. The <br />lighting plan will require further review prior to construction. The Planning Commission <br />conducted a public hearing on February 10, and by a vote of 7-0, forwarded a <br />recommendation of approval with one condition. Design Concept representatives Rob <br />Layton and Sean Rollinger were available to respond to Council questions. <br /> <br />Mayor Sisk called for public comment. <br /> <br />David Aumentado, 400 E. Raintree Court, Louisville, CO, recently from California, <br />voiced his support of the skate park. He stated he is very impressed with the skate park, <br />the location, the design and the support for the project. <br /> <br />Jason Mitchell, 1302 Jackson Court, Louisville, thanked Mayor Pro Tem Keany and <br />Recreation and Senior Service Director Keith Williams for their support of the skate <br />board park. <br /> <br />Terri Mitchell, 1302 Jackson Court, Louisville, voiced her support of the skate park and <br />her thanks to the Council and City Staff. <br /> <br />Council member Van Pelt thanked the participants and the focus groups for their support. <br />She asked if the lights would be on timers.
