Louisville City Council Meeting <br />March 2, 2004 <br />Page 7 of 10 <br /> <br />Council member Marsella recused herself from the discussion and vote on Resolution <br />No. 14, Series 2004. <br /> <br />Planning Director Paul Wood reviewed the requested PUD amendment to revise the <br />Colony Square PUD plan. The plan would permit the construction of a Regional <br />Transportation District (RTD) Park-n-Ride stairway and elevator structure accessing a <br />proposed pedestrian bridge and bus stop plaza area at US 36 and McCaslin Boulevard. <br />The City of Louisville and the Town of Superior will review the proposal that includes <br />the pedestrian bridge over US 36, connecting the two cities' parking lots and bus stop <br />areas. The new park-n-ride will replace one-half of the existing east and westbound RTD <br />stops at the intersection of US 36 and McCaslin, located in the town of Superior. <br />Louisville's portion of the plan is located on city property located directly south of the <br />Colorado Cinemas parking lot, on Tracts A and B (open space parcels, approximately <br />2.26 acres in size). RTD will lease approximately 171 parking spaces from the Colorado <br />Cinemas. Superior's portion is located at Center Drive, in the Superior Marketplace <br />parking area, north lot. <br /> <br />Wood reviewed the RTD proposals: The Louisville portion of the Park-n-Ride consists of <br />two plaza areas; one located at the bus stop ramp along US 36 and McCaslin Boulevard, <br />and the second at the end of the pedestrian bridge located at the parking lot. These areas <br />are to be connected with a walkway, serving the bus stop area and the pedestrian bridge <br />area. Plaza areas will include a pedestrian shelter, benches, newspaper racks, trash <br />receptacles, bike racks and lockers. He reviewed the parking agreement with the <br />Colorado Cinemas movie theatre, the parking study, security cameras, the lighting and <br />landscaping. He reported the Planning Commission voted unanimously in favor of the <br />application, with three conditions. <br /> <br />Mayor Sisk requested a presentation from RTD. <br /> <br />Corey Granrud representing RTD reviewed the conceptual design for the pedestrian <br />bridge over US 36 proposal. He explained the proposed bridge is a basket handle design, <br />with staircases and elevators on both the Louisville and Superior side of US 36. He <br />outlined the bridge proposal on a conceptual design map and aerial photographs. <br /> <br />COUNCIL COMMENTS <br /> <br />Council member Keany had several questions relative to access to the pedestrian bridge <br />from the Park-n-Ride. He noted there are no RTD circulating buses on the Louisville <br />side. Granrud confirmed there would be no RTD circulator buses available. <br /> <br />Council member Levihn voiced his concern that vehicles seeking Park-n-Ride parking <br />may impede pedestrians crossing to the theaters. <br /> <br />Mayor Sisk asked when the bridge would be completed.
