authorization of the transactions described herein, in view of the closings anticipated to occur by the end of August 2017, do not provide sufficient time for action by non -emergency ordinance, and such circumstances could not have been reasonably anticipated or foreseen. Therefore, the City Council herewith further finds, determines and declares that it is necessary for this ordmance to take effect immediately upon adoption, provided the same has been adopted and signed by the Mayor and approved by two-thirds of the entire City Council Section 10. If any portion of this ordinance is held to be invalid for any reason, such decision shall not affect the validity of the remaining portions of this ordinance The City Council hereby declares that it would have passed this ordinance and each part hereof irrespective of the fact that any one part be declared invalid. Section 11. All other ordinances or portions thereof inconsistent or conflicting with this ordinance or any portion hereof are hereby repealed to the extent of such inconsistency or conflict. Further, but without limiting the foregoing, in view of the emergent circumstances herein described, the City Council by this ordinance hereby finds, determines and ordains that the notice requirement of Section 2.92 010 of the Louisville Municipal Code shall not apply to the City's final determmation to acquire an interest in the above-described Property.
