authorization of the transactions described herein, in view of the closings anticipated to occur by the <br />end of August 2017, do not provide sufficient time for action by non -emergency ordinance, and <br />such circumstances could not have been reasonably anticipated or foreseen. Therefore, the City <br />Council herewith further finds, determines and declares that it is necessary for this ordmance to take <br />effect immediately upon adoption, provided the same has been adopted and signed by the Mayor <br />and approved by two-thirds of the entire City Council <br />Section 10. If any portion of this ordinance is held to be invalid for any reason, such <br />decision shall not affect the validity of the remaining portions of this ordinance The City Council <br />hereby declares that it would have passed this ordinance and each part hereof irrespective of the fact <br />that any one part be declared invalid. <br />Section 11.
