City Council Finance Committee <br />Meeting Minutes <br />07/21/17 <br />Page 4 of 7 <br />the notes were updated based on discussions with the project managers for these <br />projects. <br />Finance Committee Member Maloney stated that he really likes the addition of the <br />original year in which the funding was approved included in the spreadsheet <br />schedule. <br />Member Maloney asked if the item "Digitize Louisville Times" was a capital project <br />subject to impact fees. Director Kevin Watson stated that it is an intangible asset <br />funded out of the Capital Projects Fund, but not subject to impact fees. Member <br />Stolzmann stated that impact fees are not used to correct a deficiency. <br />Finance Committee Chairperson Stolzmann stated that the Wayfinding and <br />Wayfinding for McCaslin & Centennial Valley projects are now one project and that <br />the line items should be combined. Ms. Stolzmann also requested that the report <br />Emily Kropf, Assistant to the City Manager provides, should include those projects <br />valued at $100K and above (lower threshold than the current report which has a <br />cutoff of $200K). <br />Senior Accountant Clark stated that some of the Water Utility projects will be <br />combined, bid together, and completed together. <br />Director Watson pointed out the large cost adjustment for the Water Line <br />Replacement project from $4.3M to $2.5M. <br />Director Kowar stated that the cost of implementation of the Lucity Software would <br />be capitalized for 2018 at approximately $100K. <br />The Finance Committee asked when the new Wastewater Facility could be toured. <br />Interim City Manager Balser stated staff would schedule a tour and that a grand <br />opening is planned for some time in September 2017. <br />Finance Committee Member Stolzmann asked about the delay for the Golf Course <br />Clubhouse roof and the Equipment Storage Building. Director Joe Stevens stated <br />there are flood plain, insurance and money issues with these projects. Interim City <br />Manager Balser stated these items would be removed from the 2017 budget, but <br />put on a list to review during the upcoming 2018 budget discussions with City <br />Council. <br />ENTERPRISE DASHBOARDS <br />The Finance Committee Members reviewed the dashboard provided by the Golf <br />Course. <br />5 <br />
