Utility Committee provided direction for staff to proceed with the recommended 1 - <br />year plan to Finance Committee and Council with the understanding that the <br />approval was given as a one-time catchup. <br />VII. WTP Lab Instruments/Software <br />Mr. Kowar presented briefly on an upcoming contract with Hach that will <br />accomplish a planned and budgeted upgrade to the City's lab equipment and <br />software. <br />VIII. Update — CIP Projects & Water Resources <br />Mr. Kowar summarized the Wastewater Plant project. The new process is <br />operational and is performing beyond design requirements. Contingency is <br />projected to be fully spent as a result of the failure of the digester blowers that <br />were not anticipated to be replaced. The current estimate for the digester blower <br />replacement is $820,000. <br />Mr. Peterson indicated that the Windy Gap Project is progressing. The Windy <br />Gap sub -committee approved a significant change order to the design at the July <br />meeting. Louisville's portion is estimated at $250,000. The current 2018 budget <br />should accommodate this change but further modification could have impacts <br />that would require additional funds. <br />IX. Water Rights Legal Services <br />Mr. Hill explained the ongoing issue with water lease requests. A more detailed <br />discussion will be reserved for a future meeting. <br />X. Downtown tap Fee Follow-up <br />Mr. Kowar outlined that staff will be presenting to Council on August 1St on tap <br />fees specifically in the downtown area. Staff feels that the tap fee process is <br />solid and does not need modifications. <br />Xl. Steel Ranch Lift Station <br />Mr. Kowar provided an overview of the recent Steel Ranch Lift Station failure. <br />The cause is unknown at this time. The Lift Station was repaired and is <br />operational. A neighborhood debrief will be scheduled in the near future. <br />XII. 2018 Utility Rates <br />Mr. Peterson highlighted the draft 2018 utility rate plan. Minor adjustments to <br />Water and Sewer rates are still anticipated. Stormwater is expecting the largest <br />change from the 2017 recommendation increasing to 7% from 3% as a result of <br />grant funding that failed to materialize. <br />XIII.
