Open Space Advisory Board Minutes July 12th, 2017 Page 6 of 6 Missy made a motion to designate the indicated land as Open Space that isn't already designated, and then to recommend zoning the designated land as Open Space. She moved that the land categories be designated/zoned in tranches: green first, then yellow, then red, to ease their implementation. Additionally, she moved that the board defer designation decisions on the thin slivers of undesignated trail corridors, to await staff's recommendations. Fiona seconded. This motion passed unanimously. XI. Discussion Item: Review OSAB Goals and Identify Accomplishments The board looked at the 2017 goals packet generated at the beginning of the year. The goal of this discussion item was to determine which goals had been achieved so far. Acquisition: #1 Designate Open Space Properties to be Zoned starting with the recommendation on the former church property and connection to Cottonwood park- Completed tonight #2 Finalize Acquisition Recommendations and share with Council -Completed #3 Recommend Annual Open Space and Trail Priorities to the County- (previously) completed #6 Support staff in finalizing the development of a property portfolio format for use in 2017 acquisition recommendation matrix exercise- Completed Resource Management: #1 Advocate for Full Time Resource Employee- Recently advocated to Council for 2017. Council discussed the issue, but did not approve funding the position, but the topic may be revisited in future. Jeff added that Council just discussed how there is a pivot from acquisition of Open Space to management and enforcement of Open Space. The board decided while this may not qualify as "complete" there was some progress made. #3 Review Citizen Science Concept for 7th Graders -This project happened without much input or help from OSAB due to tight timeline. Hopefully the board can help next year. Dog Issues: #3 Develop and Host Dog off -leash Survey (residence vs. non -residence)- Fiona suggested dropping this item, as the board has been unsure whether it recommends this course of action. Helen suggested keeping it on the list, but indicating the board chose not to pursue it. Education & Outreach: #2 Revise "Key Indicator" Education & Volunteer Program Surveys- Complete #3 Review Interpretive Education Pedestal Material and Design -Previously completed Helen suggested that this discussion item be finished over email rather than continuing to discuss it tonight. She asked the subject "owner" of each topic to review their lists and check in via email for Helen. XII. Discussions Items for the Next Meeting on Wednesday, August 9th - A. Review staff recommendation for designation of trail corridors as Open Space. B. Finalize goal document based on email input. C. Have the contractor report the results of the 2017 bird surveys. XIII.
