Revitalization Commission <br />Minutes <br />July 10, 2017 <br />Page 2of4 <br />Reports of Commission <br />None <br />Business Matters of Commission <br />DELO Update <br />Justin McClure provided a brief update of the DELO project. <br />Highway 42 Discussion <br />Transportation Engineer Joliette Woodson gave a presentation of Hwy 42 projects. <br />Commissioner Menaker asked about CDOT contributing financially to the projects. <br />Deputy City Manager Balser said it is unlikely. Concern mentioned about not having at <br />left turn arrow at Pine Street. <br />Randy Caranci asked about an underpass near Miner's Field under Hwy 42. Woodson <br />said the traffic plan is to use underpass at South Street then walk up, use light to cross <br />at Short. City Manager Fleming said the traffic study did not warrant it. Public Works <br />Director Kurt Kowar said to bring it to Council as a capital project. Caranci would like it to <br />be considered. The option has been discussed years ago. Drainage became an issue in <br />previous plans. A bridge was discussed then the topic faded away to a surface crossing <br />which is where we are now. <br />550 McCaslin Discussion <br />DeJong said this is an open discussion on Urban Renewal area. Commissioner Lathrop <br />is frustrated with progress on project. He would like a discussion on what would people <br />envision in this place. City Manager Fleming said the Small Area Plan confirmed existing <br />zoning. <br />Urban Renewal Legislation Summary <br />City Attorney Sam Light said there were revisions to Senate Bill 17-279 in packet. The <br />original bill triggered requirement to increase size of board. 2015 legislation said does <br />not apply to items prior to 2015. The 2017 language clarifies. Statement that says <br />substantial modification — anything that changes a plan, land area, land use. <br />Downtown Parking Analysis RFP <br />Chair Fisher said Council has no interest in on -street paid parking. Council had two <br />changes; not to analyze revenue from on -street parking, and to analyze a parking <br />structure location at the City owned parcels in the 600 block of Main and Front Streets. <br />Current schedule — revise RFP application, look at DRCOG funding. <br />Randy Caranci said the 600 block for above or below ground is the only thing on the <br />table. He offered underground space for free for 85 spaces. He will discuss this at a <br />Council meeting. Deputy City Manager Balser said this is an analysis, not a final <br />decision. <br />
