City Council Mater Committee
Meeting Minutes
December 7, 2007
I)C. lJpdatc - ater Pr®~ects -City Staff summarized the current status of the
following projects:
a. Staff anticipates replacing one high zone pump at the NWTP this year.
The unit will likely utilize a VFD which would improve pumping
efficiencies and provide operational redundancies. The existing
motors may be reused; rewound motors tend to be more efficient than
new motors. The discussions on efficiency lead to a brief discussion
on overall plant efficiencies, solar, micro-hydro, etc. The location of
the City's facilities allows far very efficient plants due to the use of
gravity verses pumping.
b. Filter Media Replacement -The existing media at the NWTP is
nearing the end of its life expectancy and is scheduled to be replaced
in 2009. Rs part of the process staff will be working with a consultant
to determine if an alternate media design would provide any
improvements over the existing design.
c. Windy Gap Firming Pro}ect -The Bureau of Reclamation and other
entities continue to review end comment on the documents related to
the projects EIS. The draft EIS is expected to be released for public
comment in the near future. The Final ElS and ROD would likely
follow in about six month. A study session has been arranged with
!<Jorthern Coforado Water Conservancy District and Municipal
Subdistrict to provide the entire Council with information on the
Colorado-Big Thompson (C-BT) and Windy Gap systems, and on the
Windy Gap Firming Project. The study session will take place on April
22, 2008. Committee Members requested that the study session
provide and overview of the systems, historical basis, infrastructure,
current and future issues. Staff was also requested to provide a brief
overview of the City's facilities and water supply planning.
d. Other - A brief summary of other current and 2008 projects was
provided by Staff : Meters that allow for remote reading will be
included into next years budget. The selection of the technology will
depend on the available technology and the needs of the City. Such
meters could provide efficiencies within utility billing, detect leaks, and
provide users with real time usage. Rate structure/billing methods/etc..
may also be reviewed.
~~arrer~t Events -City Staff updated the Committee on other water related
projects occurring in our area. These projects include: ln-Stream-
Flows on Coal Creek -application was approved, the Fish and Wildlife
Service will evaluate the stream sections this summer (dates are not
yet scheduled), Denver Water's Moffat System Expansion -they're
working through the permitting processes (EIS) to determine the best
alternative, Multi-family metering -staff is working on language for
