Historic Preservation Commission <br />Meeting Minutes <br />June 16, 2008 <br />Page 4 of 5 <br />Lewis made the following recommendations for the 2008 awards: <br />• 833 LaFarge Avenue, Old Pentecostal Church -Adaptive Reuse <br />• 741 Lincoln Avenue -Sensitive Addition <br />• 839 McKinley Avenue -Preservation <br />After a brief discussion, all members agreed to these three awards <br />Whiteman asked if 1024 Grant Avenue should receive an award for the preservation of <br />certain features -the stained glass window, the fishscale shingles, and the porch. <br />Members were in agreement that an award should be made for the features if it can be <br />determined they are original. Muth will research the architectural features and look for an <br />old photo. <br />Muth stated that the awards will be presented at the July 15 City Council meeting. <br />Discussion/Direction -Preservation Sales Tax Ballot Question <br />Lewis stated that she and McMenamin had attended the meeting drafting some of the <br />ballot language. She noted that two members of the City Council and other interested <br />members of the public were also in attendance. She added that it is a very complex <br />issue with many ideas about how the money could be used. <br />Koertje noted that the original language uses the National Register of Historic Places <br />criteria when looking at sites and asked why the local criteria were not used. <br />After some discussion, the members had the following suggestions for the group writing <br />the ballot language: <br />• Need to be sure "Downtown Character" is included <br />• Need to have design review included <br />• Need to use local landmarking criteria, not national <br />• Needs to include social significance, as well as architectural significance/integrity <br />• Ballot language needs to be concise and easy to understand. <br />Discussion/Direction - Nan-Contiguous Historic District <br />Discussion/Direction -Commercial Incentives <br />Discussion/Direction -Public Outreach/Workshop Regarding Landmarking <br />Discussion/Direction -Landmark Plaque Design <br />Given the late hour, the members discussed how best to address the remaining items on <br />the agenda. It was determined that members would make up subcommittees to handle <br />the variety of the projects that have been on the agenda for a while, but have not been <br />able to be addressed. The subcommittees will be: <br />• Old Town Historic District - Tofte/Muckle <br />• Community Outreach -Whiteman/Muckle <br />• Incentives - Koertje/McMenamin <br />• Landmark Plaque Design -Whiteman <br />• Mine Marker Program -Muckle/Koertje <br />• Green Building Pamphlet -Lewis/Menza <br />• Why Preserve Pamphlet - Koertje/McMenamin <br />
