Louisville City Council Meeting
May 4, 2004

Council member Keany concurred with the comments of Council member Brown.
Council member Levihn stated he would like to review the City's policy as it relates to
the purchasing from local businesses. Mayor Sisk had several questions for Grassi and
Finance Director Pattie Leslie.

COUNCIL COMMENTS

Council member Brown voiced his opinion the City should follow the City's buy locally
policy. City Manager Simmons explained the City's purchasing policies and noted the
City requests the best product for the best price.

MOTION: Council member Brown moved that Council not approve the Award of the
Bid for Purchase of New and Replacement Computer to Dell Corporation, and requested
that the bid process be reopened. Council member Levihn seconded the motion. Roll
call was taken. The motion carried by a vote of 7-0.

RESOLUTION NO. 27, SERIES 2004 - A RESOLUTION RECOMMENDING
APPROVAL OF AN AMENDMENT TO THE HOME DEPOT FINAL PUD PLAN
TO ALLOW FOR THE CONSTRUCTION OF A TOOL RENTAL CENTER
ADDITION AND OTHER SITE MODIFICATIONS RELATING TO OUTDOOR
LOADING, OUTDOOR SALES AREAS AND OUTDOOR STORAGE

Mayor Sisk requested a Staff presentation.

Planning Director Paul Wood reviewed Home Depot's request to amend their PUD plan
to permit the construction of a 1,900 square foot Tool Rental Center (TRC) at the front of
their existing building facade. Plans include a 600 square foot, screened, outdoor large-
equipment storage area immediately adjacent to the TRC. The TRC would accommodate
a service desk, tool storage display and an accessory maintenance room. The exterior
equipment storage area will store trailer-mounted equipment available for rent from the
TRC. The outdoor storage area would be located on the north facade of the building
addition, and would be accessed by sales associates only. Home Depot is addressing the
outdoor storage area screening issue in the rear of the property, and is requesting
designation of areas of seasonal outdoor sales for the site by delineating four areas on
site. Wood stated the Planning Commission recommended approval of the PUD with
seven conditions, relating to pedestrian safety, the outdoor screening area. He noted the
revised site plan has met five of the seven conditions.

Mayor Sisk requested an Applicant presentation.

Bill Cushman, Store Manager, The Home Depot, 1200 Dillon Road, Louisville, CO,
stated that The Home Depot would abide with the conditions set by the City.

MOTION: Council member Brown moved to approve Resolution No. 27, Series 2004,
seconded by Council member Levihn. All in favor.

4
