Mayor Sisk <br />asked that the record reflect, Council member Keany was excused from the balance of the <br />meeting. <br /> <br />Deputy City Manager Julie Boyd explained the City has received a request from the <br />Springs at Coal Creek Ranch Homeowners Association for adjustment to irrigation water <br />rates. The Springs water billing includes 102-s/4'' water taps billed individually, as well <br />as 4-1" irrigation taps, billed to the homeowners association. The consumption from the <br />individual units generally falls within the first (lowest) tier for residential water billing, <br />although consumption does vary, increasing during the irrigation season. The <br />consumption from the irrigation meters generally falls into the highest billing tier during <br />the irrigation season, with over 100,000 gallons on three of the four meters. The Springs <br />at Coal Creek HOA has requested the consumption from the irrigation meters be <br />allocated equally amount the 102 residential units and billed at the s/4" rate. Based on the <br />calculations for the new rates, the HOA would receive a rebate of $29,277.48 for 2003. <br /> <br />PUBLIC COMMENT <br /> <br />John Eckl, President of the Board of Directors for the Springs at Coal Creek Ranch <br />Homeowners Association, stated the HOA expect to use less water in 2004. The <br />landscaping, which was lost as a result of the drought in 2002, was replaced in 2003, and <br />required more water. He reviewed the history of the Springs development, and stated the <br />HOA was asking for a fair and equitable solution. <br /> <br />COUNCIL COMMENT <br /> <br />Council members Van Pelt and Brown had questions relative to the summary report <br />presented by Finance Director Patty Leslie. Council member Marsella voiced her <br />understanding of the summary report and asked how the matter would be resolved. City <br />Attorney Light stated a resolution is required to create a new classification and authorize <br />the rebate. Mayor Sisk voiced his support of the resolution and the rebate. Council <br />member Van Pelt voiced her support but asked for further clarification. City Manager <br />Simmons clarified it would be a credit rather than a rebate. <br /> <br />MOTION: Mayor Sisk moved that Council direct City Staff to draft a resolution to <br />credit the Springs at Coal Creek Ranch Home Owners Association, and include <br />additional financial documentation, for the May 18, 2004 City Council meeting. Council <br />member Brown seconded the motion. All in favor.
