City Council <br />Meeting Minutes <br />January 8, 2008 <br />Page 4 of 5 <br />COUNCIL COMMENT <br />Councilor Yarnell addressed the training mandated for boards and commissions <br />and asked if the attendance is tracked. City Manager Fleming responded yes. <br />Councilor Muckle asked if training sessions would be video taped for board and <br />commission members who cannot attend the training. City Attorney Light <br />explained Staff discussed video taping training sessions for check-out purposes, <br />but felt in the spirit of the Charter, training attendance was required. <br />Mayor Sisk thanked staff for putting the pamphlet together and City Attorney <br />Light for training board and commission members. He agreed the modifications <br />to the document should be noted for future revisions. <br />APPROVAL OF DESIGNATION OF PLACES FOR POSTING OF <br />NOTICE OF PUBLIC MEETING <br />Mayor Sisk requested a Staff presentation. <br />City Manager Fleming explained Sec. 24-6-402(2) (c) of the Open Meetings <br />Laws requires City Council and other local public bodies to designate public <br />places or places for posting notices of public meetings. The designation must be <br />made at the first regular meelring of each calendar year. City Council was asked <br />to designate the glassed-in bulletin board on the south wall entrance of the City <br />Hall, the Library, the Recreation & Senior Center and the Police Station as <br />posting places for notices. Pursuant to the Home Rule Charter, meeting notices <br />and agendas are also publishied on the City's Web site. <br />MOTION: Mayor Pro Tem M;arsella moved the Council designate the glassed-in <br />bulletin board on the south w<~II entrance of the City Hall, the Library, the <br />Recreation & Senior Center and the Police Station as posting places for notices, <br />seconded by Councilor Clabc~ts. All in favor. Absent: Councilor Dalton. <br />DISCUSSION/DIRECTION/ACTION -ELECTRONIC PACKET PROPOSAL <br />Mayor Sisk requested a Staff presentation. <br />City Manager Fleming reportE;d the City Staff estimated the cost to produce City <br />Council packets is approximately $800 per month; $500 in materials and $300 in <br />staff time. Installing computers and monitors in the Council Chambers for the <br />Council, City Attorney and Cii:y Manager to view information electronically is <br />estimated to cost $8,000. Thiis would reduce the printing cost by 80%, and with <br />the savings in staff time, the City would reach payback in less than twelve <br />months. Council was asked to identify any concerns relative to the proposal to <br />distribute and view meeting materials electronically. <br />
