City Council <br />Meeting Minutes <br />February 19, 2008 <br />Page 7 of 9 <br />funding options and pursue cooperation with the RMCS, LLC (the Takoda Village <br />project developer) and other agencies including the Regional Transportation <br />District (RTD), Urban Drainage and Flood Control District (UDFCD) and the City <br />of Lafayette and Boulder County Public Works departments. This project would <br />enhance the area storm drainage system as well as improve trail connectivity. <br />He explained the Open Space Advisory Board is requesting support from Council <br />and direction to the City Manager to negotiate with RTD, the Railroad and <br />Boulder County. <br />Mayor Sisk suggested applying for a GOCO Grant. Councilor Clabots stated the <br />City of Lafayette may also be interested in the underpass. <br />City Manager Fleming explained the proposed project cost is estimated between <br />$750,000 and $1.5 million dolllars. Mr. Davinroy explained the Takoda <br />Development Open Space In-ipact fees are estimated at approximately $800,000. <br />There was Council consensus to pursue possible collaboration with all agencies <br />and explore available funding options. <br />DISCUSSION/DIRECTION -OPEN SPACE ADVISORY BOARD RESOLUTION <br />ON PRAIRE DOG MANAGEMENT <br />Mayor Sisk requested a Staff presentation. <br />Tom Davinroy, Vice Chairperson of the Louisville Open Space Advisory Board <br />(OSAB) explained the Board recommends Staff increase prairie dog population <br />control efforts on Daughenbaugh and Warembourg open space properties (and <br />other properties as necessar}r). The prairie dog populations are above carrying <br />capacity and have severely damaged existing vegetation. The Open Space <br />Advisory Board recommended the more aggressive control measures outlined in <br />the City's Open Space Master Plan. <br />PUBLIC COMMENT <br />John Leary, 1116 LaFarge Avenue, Louisville, CO stressed the importance of <br />informing the public of the prairie dog management plan. <br />COUNCIL COMMENT <br />Mayor Sisk voiced his appreciation of the Board's recommendation. <br />Councilor Muckle commentecl that he was a member of the Open Space <br />Advisory Board when the OpE:n Space Master Plan was adopted and voiced his <br />appreciation for the recommendation. <br />
